Dignitatis Humanae dice che tutti hanno la libertà religiosa in uno stato con un Costitutizione secolare. Questo è un dato di fatto, anche la Fraternità Societa San Pio  accetta.
 In uno stato confessionale cattolico la religine dominante  sarebbe la fede cattolica, mentre i non cattolici sarebbe ancora essere data la libertà religiosa.
 Anche durante il periodo degli stati pontifici non cattolici erano liberi di seguire la loro religione.-Lionel Andrades
