All who are in Heaven are Catholics with the baptism of water and Catholic faith. This is the dogmatic teaching of the Church.It is not my guess.

  The Catholic Church HAS admitted that numerous Saints have been decreed by MAN on earth by the Catholic Church right AFTER they died by both BOB and BOD so this statement is false as was Father Feeney on this manner.
The Catholic Church, the magisterium in 1949 accepted that the baptism of desire,blood and being saved in invincible ignorance, referred to cases without the baptism of water in the Catholic Church and they were exceptions to the traditional interpretation of the dogma extra ecclesiam nulla salus (EENS).So there were exceptions for 'the Church'. So the magisterium was wrong in the Letter of the Holy Office 1949 since there are no known cases of BOD, BOB or I.I saved with or without the baptism of water. There cannot be personally known exceptions.Physically it is not possible. People saved cannot be seen or known personally on earth.
Neither can we say that any one in particular on earth does not need to enter the Church for salvation.
MAGISTERIUM AGAINST MAGISTERIUM
The magisterium in 1949 also contradicted the past magisterium. The 1949-magiseterium was wrong since the dogma EENS defined by three Church Councils says every one needs to enter the Church.The Letter of the Holy Office 1949 says not every one needs to enter the Church.This is heresy.
Defacto, in real life we cannot know of any 'practical exception ' to EENS. There were none in 1949 so the magisterium was wrong.The 'Church' was wrong.This is hard for you to accept.
The magisterium before 1949 accepted BOD, I.I and BOB as hypothetical cases. They speculated with good will that a person was hopefully saved as such. This is not an issue relative to EENS since it does not mistake invisible cases as being visible.So there were no exceptions to EENS for the pre-1949 magisterium of the Church.
However this was the mistake made in Vatican Council II when BOD and I.I are mentioned in the text as if they are exceptions to EENS.So the magisterium, the Church was wrong here too.
If someone in the Church assumed that there were saints saved without the baptism of water in the Catholic Church and instead with BOD, BOB or I.I then it is only a speculative statement. It could not confirmed by any human being.There was no way someone could know of such a case physically.So to infer that this 'visible' case is an exception to the traditional dogmatic teaching on EENS is fantasy and false.Yet upon this error the New Theology of the present magisterium is based.
The Church also does not state that this is an ex cathedra teaching or that someone had the gift of seeing people in Heaven without the baptism of water, and this has been recognised by the Church.

  No you are correct to guess that God blessed them AFTER they died in Heaven ( or Purgatory).

NO ONE ON EARTH can say whether any/all Baptism of Blood, Baptism of Desire or Invincible Ignorance cases have been baptized with water and this certainly includes you and I.
