According to Vatican Council II and the Catechism of the Catholic Church all need faith and baptism for salvation, all need to be members of the Catholic Church to avoid Hell. But this is not being taught at in Catechism classes at the Basilica of Sant Andrea delle Fratte, Rome.

The passage in blue is in harmony with the old dogma extra ecclesiam nulla salus(EENS), an exclusive ecclesiology, an ecumenism of return and the Syllabus of Errors of Pope Pius IX.
The passage in red refers to hypothetical cases, theoretical possibilities, speculation.We personally do not know any one saved as such in 2019. So the passage in red is not an exception to the passage in blue.But for the religious congregation founded by St.Francis of Paola, at the Basilica of St. Andrea delle Fratte where Alphonse Ratisbonne saw Our Lady, the passage in red is an exception to the passage in blue.
This is irrational.It would mean there is known salvation outside the Church.

They separate Jesus from the necessity of being a member of the Catholic Church for salvation.They want to proclaim the Kingdom of God without the necessity of being a member of the Catholic Church. They are unable to say that all Christians in general, are oriented to Hell unless they enter and remain in the Catholic Church.
They do not say that the Church teaches in Vatican Council II and the Catechism of the Catholic Church, that all non Christians are oriented to Hell unless they enter the Catholic Church with faith and baptism(AG 7, LG 14) in 2019.
But Ad Gentes 7 says all need to enter the Church for salvation. All includes those who know and those who do not know about Jesus and the Church.We do not know any one saved in invincible ignorance. We do not know any one 'made known by the Church's preaching' who will be an objective exception the dogma EENS or the Ad Gentes 7. All need to enter the Catholic Church to avoid Hell.If there is an exception it would only be known to God. The norm is faith and baptism. It is not invincible ignorance.
In the past there were no practical exceptions to to the dogma EENS ( Fourth Lateran Council (1215),Pope Boniface VIII, Bull Unam sanctam (1302): Cantate Domino, Council of Florence (1441), Catechism of Pope Pius X etc).

But at Catechism classes the Minim Fathers will not teach that all non Christians are oriented to Hell unless they accept Jesus, enter the Catholic Church with faith and baptism and live the teachings of this one, holy and apostolic Church, the only Church Jesus founded.
Instead they use false reasoning, a false premise and inference and then change the traditional teaching of the Catholic Church on exlusive salvation.This is deception. 'The red is not an exception to the blue'. Yet this is how they interpret magisterial documents.-Lionel Andrades
