He cannot call out Catholics who support on line heresy, heretics, since he, like the liberals, cannot judge when a mortal sin is a mortal sin.
This is the new moral theology which was criticized by Pope John Paul II in Veritatis Splendor.
In particular, note should be taken of the lack of harmony between the traditional response of the Church and certain theological positions, encountered even in Seminaries and in Faculties of Theology, with regard to questions of the greatest importance for the Church- Veritatis Splendor N.4
The new moral theology says that even though a person is in manifest mortal sin his 'fundamental option' may be good.So a person in public heresy may not be a heretic.1
This was the moral theology given to the Church by the Redemptorist priests Curran and Harding.This innovation has been detected and criticized in the Open Letter to the Bishops.For them a mortal sin is a mortal sin. 2
"For mortal sin exists also when a person knowingly and willingly, for
whatever reason, chooses something gravely disordered. In fact, such a
choice already includes contempt for the divine law, a rejection of
God's love for humanity and the whole of creation: the person turns away
from God and loses charity. Consequently, the fundamental orientation can be radically changed by particular acts. Clearly,
situations can occur which are very complex and obscure from a
psychological viewpoint, and which influence the sinner's subjective
imputability. But from a consideration of the psychological sphere one
cannot proceed to create a theological category, which is precisely what
the 'fundamental option' is, understanding it in such a way that it
objectively changes or casts doubt upon the traditional concept of
mortal sin"- Veritatis Spendor N.70
Then on the issue of faith and salvation the proof for heresy is there on line.
Since unknown cases of the baptism of desire(BOD), baptism of blood(BOB) and being saved in invincible ignorance(I.I) are assumed to be known exceptions to the dogma extra ecclesiam nulla salus(EENS).
Similarly there is an overload of proof on line , which shows unknown and hypothetical cases mentioned in Vatican Council II ( LG 8, UR 3, LG 14, LG 16, NA 2, GS 22 etc) are assumed to be known and literal exceptions to EENS and the past exclusive ecclesiology of the Church.
EVIDENCE FOR HERESY ON FAITH ISSUES
1.The International Theological Commission mixes up hypothetical cases as being objective exceptions to EENS. This error is there in two theological papers Christianity and the World Religions and The Hope of Salvation for Infants who die without being Baptised.This is heresy on line.3
2.Since there are exceptions to EENS for Pope Francis he has presented the kerygma in Evangelii Gaudium, without the necessity of a person being a member of the Catholic Church for salvation.This is heresy on line.
3.Vatican Council II is generally interpreted as a rupture with EENS and the Catechism of the Catholic Church which says all need to be members of the Catholic Church for salvation.This is a heretical interpretation of the Council.
4.All the catechisms are interpreted with there being personally known cases of BOD, BOB and I.I. So the Catechisms become a rupture with Tradition(Syllabus of Errors,ecumenism of return etc).This is heresy on line.
5.With personally known cases of BOD, BOB and I.I there is a new innovative interpretation of the Nicene and Apostles Creed.It says outside the Church there is salvation.This is heresy.
6.Since there are allegedly objectively known cases of BOD,BOB and i.I , there is salvation outside the Church.This is the New Theology.So the Athanasius Creed which says outside the Church there is no salvation is made obselete.This is heresy on line.
7.The members of the religious community the Slaves of the Immaculate Heart of Mary, at the St. Benedict Center, N.H.,are told that they cannot profess their faith and make an Oath of Fidelity with the Athanasius Creed.The Athanasius Creed is prohibited.This is heresy on line.

8.Canon Law has been changed to make Catholics believe that visible for them BOD, BOB and I.I is a Catholic teaching for a juridical person.
9.The Oath Against Modernism and Profession of Faith are meaningles since the interpretation of magisterial documents are changed with alleged seen in the flesh cases of BOD, BOB and I.I.
10.Dominus Iesus and Redemptoris Missio were put together with this New Theology, Cushingite theology which creates a rupture with Tradition.It creates heresy.These documents are not Feeneyite but Cushingite.
11.At secular and religious educational institutes in Rome, the Fundmental Option Theory and the new moral is being taught with the approval of the Vatican.Students of Canon and Civil Law in Italy are obligated to learn it.
Is this not enough proof?
Is this not persisting ,obstinately in heresy?
Even if after being informed Bishop Schneider continues with this heresy, is he not a heretic?
Can the same same not be said about the two popes and the cardinals and bishops?

Some authors, however, have proposed an even more radical revision of the relationship between person and acts. They
speak of a "fundamental freedom", deeper than and different from
freedom of choice, which needs to be considered if human actions are to
be correctly understood and evaluated. According to these authors, the key role in the moral life is
to be attributed to a "fundamental option", brought about by that
fundamental freedom whereby the person makes an overall
self-determination, not through a specific and conscious decision on the
level of reflection, but in a "transcendental" and "athematic" way. Particular acts which
flow from this option would constitute only partial and never
definitive attempts to give it expression; they would only be its
"signs" or symptoms. The immediate object of such acts would not be
absolute Good (before which the freedom of the person would be expressed
on a transcendental level), but particular (also termed "categorical" )
goods. In the opinion of some theologians, none of these goods, which
by their nature are partial, could determine the freedom of man as a
person in his totality, even though it is only by bringing them about or
refusing to do so that man is able to express his own fundamental

With every freely committed mortal sin, he offends God as the giver of
the law and as a result becomes guilty with regard to the entire law
(cf. Jas 2:8-11); even if he perseveres in faith, he loses "sanctifying grace", "charity" and "eternal happiness".114
As the Council of Trent teaches, "the grace of justification once
received is lost not only by apostasy, by which faith itself is lost,
but also by any other mortal sin"-Veritatis Splendor N.68
A doctrine which dissociates the moral act from the bodily
dimensions of its exercise is contrary to the teaching of Scripture and
Tradition. Such a doctrine revives, in new forms, certain ancient
errors which have always been opposed by the Church, inasmuch as they
reduce the human person to a "spiritual" and purely formal freedom. This
reduction misunderstands the moral meaning of the body and of kinds of
behaviour involving it (cf. 1 Cor 6:19). Saint Paul declares that
"the immoral, idolaters, adulterers, sexual perverts, thieves, the
greedy, drunkards, revilers, robbers" are excluded from the Kingdom of
God (cf. 1 Cor 6:9). This condemnation — repeated by the Council of Trent"88
— lists as "mortal sins" or "immoral practices" certain specific kinds
of behaviour the wilful acceptance of which prevents believers from
sharing in the inheritance promised to them. In fact, body and soul are inseparable: in the person, in the willing agent and in the deliberate act, they stand or fall together.-Veritatis Splendor N.9

62. It is not
possible to develop a theology of the religions without taking into
account the universal salvific mission of the Church, attested to by
Holy Scripture and by the tradition of faith of the Church. A
theological evaluation of the religions was impeded over a long time
because of the principle extra ecclesiam nulla salus, understood in an
exclusivist sense. With the doctrine about the Church as the universal
sacrament of salvation or the sacrament of the kingdom of God, theology
seeks to respond to the new way of posing the problem. This teaching,
