Dr.Joseph Shaw does not want to affirm Feeneyite EENS and so interpret Vatican Council II without the false premise. He wants to use the false premise. So he says 'the shepherds must decide' on the issue of salvation. He did not say the shepherds must decide on Amoris Laetitia or the errors of Mons. Loftus or the many petitions he was associated with, with appeals to Pope Francis.
If LG 16 is an exception to EENS then there is a rupture with Tradition. But if LG 16 is not an exception to EEBNS then there is no hermenutic of rupture with Tradition( Syllabus of Errors of Pope Pius IX etc).
He does not want to affirm Vatican Council II with LG 16 not being an exception to EENS, Syllabus etc. -Lionel Andrades
