For him, similar to Nicole Winfield, Trisha Thomas and Rachel Zoll, AP correspondents in Rome and Tom Berman (Chicago AP) B is an exception to A.Here follows the development of the error in the Church for all of them, of course, with the irrational B being an exception to A.

Those who through no fault of their own have not received the sacrament of Baptism can be saved through what is called baptism of blood or baptism of desire.
322. How does an unbaptized person receive the baptism of blood?
322. How does an unbaptized person receive the baptism of blood?

CATECHISM OF POPE PIUS X
A.
27 Q. Can one be saved outside the Catholic, Apostolic and Roman Church?
A. No, no one can be saved outside the Catholic, Apostolic Roman Church, just as no one could be saved from the flood outside the Ark of Noah, which was a figure of the Church.
B
29 Q. But if a man through no fault of his own is outside the Church, can he be saved?
A. If he is outside the Church through no fault of his, that is, if he is in good faith, and if he has received Baptism, or at least has the implicit desire of Baptism; and if, moreover, he sincerely seeks the truth and does God’s will as best he can such a man is indeed separated from the body of the Church, but is united to the soul of the Church and consequently is on the way of salvation. -Catechism of Pope Pius X, Rome 1905
ERROR N.3
LETTER OF THE HOLY OFFICE 1949
A
Now, among those things which the Church has always preached and will never cease to preach is contained also that infallible statement by which we are taught that there is no salvation outside the Church.
Now, in the first place, the Church teaches that in this matter there is question of a most strict command of Jesus Christ. For He explicitly enjoined on His apostles to teach all nations to observe all things whatsoever He Himself had commanded (Matt. 28: 19-20).
Now, among the commandments of Christ, that one holds not the least place by which we are commanded to be incorporated by baptism into the Mystical Body of Christ, which is the Church, and to remain united to Christ and to His Vicar, through whom He Himself in a visible manner governs the Church on earth.
B
Therefore, no one will be saved who, knowing the Church to have been divinely established by Christ, nevertheless refuses to submit to the Church or withholds obedience from the Roman Pontiff, the Vicar of Christ on earth.
In His infinite mercy God has willed that the effects, necessary for one to be saved, of those helps to salvation which are directed toward man's final end, not by intrinsic necessity, but only by divine institution, can also be obtained in certain circumstances when those helps are used only in desire and longing.
Therefore, that one may obtain eternal salvation, it is not always required that he be incorporated into the Church actually as a member, but it is necessary that at least he be united to her by desire and longing.
but when a person is involved in invincible ignorance God accepts also an implicit desire, so called because it is included in that good disposition of soul whereby a person wishes his will to be conformed to the will of God.
With these wise words he reproves both those who exclude from eternal salvation all united to the Church only by implicit desire...
From these declarations which pertain to doctrine, certain conclusions follow which regard discipline and conduct...

VATICAN COUNCIL II
Therefore, all must be converted to Him, made known by the Church's preaching, and all must be incorporated into Him by baptism and into the Church which is His body. For Christ Himself "by stressing in express language the necessity of faith and baptism (cf. Mark 16:16; John 3:5), at the same time confirmed the necessity of the Church, into which men enter by baptism, as by a door. Therefore those men cannot be saved, who though aware that God, through Jesus Christ founded the Church as something necessary, still do not wish to enter into it, or to persevere in it."(17) Therefore though God in ways known to Himself can lead those inculpably ignorant of the Gospel to find that faith without which it is impossible to please Him (Heb. 11:6), yet a necessity lies upon the Church (1 Cor. 9:16), and at the same time a sacred duty, to preach the Gospel. -Ad Gentes 7, Vatican Council II

Archbishop Gerhard Müller: 'The Church Is Not a Fortress'
Edward Pentin :
Do you, nevertheless, accept there’s been a weakening of the Church’s teaching because of this underlying confusion of terminology? One example sometimes cited is that the teaching of “no salvation outside the Church” seems to have become less prominent.
Cardinal Gerhard Muller :
That has been discussed, but here, too, there has been a development ( Lionel : B is an exception to A) of all that was said in the Church, beginning with St. Cyprian, one of the Fathers of the Church, in the third century. Again, the perspective is different between then and now.( Lionel : At the time of St. Cyprian B was not considered an exception to A. There was only A.) In the third century, some Christian groups wanted to be outside the Church, and what St. Cyprian said is that without the Church a Christian cannot be saved.(Lionel : This is traditional A) The Second Vatican Council also said this: Lumen Gentium 14 says: “Whosoever, therefore, knowing ( Lionel : B was considered an exception to A in the Letter of the Holy Office 1949 to the Archbishop of Boston. Those saved in invincible ignorance (B) were inferred to be explicit and known. So they became exceptions to A.They would have to be explicit and known to be exceptions. So the word 'knowing 'has been placed in LG 14, AG 7.This was to differentiate those in invincible ignorance who did not know and were saved and those who 'knew' and were damned. This was an error. Since we humans cannot know, who did not know and was saved in invincible ignorance and who knew and did not enter the Church and was damned. This is a strawman. It is irrelevant to the dogma.) that the Catholic Church was made necessary by Christ, would refuse to enter or to remain in it, could not be saved.” He who is aware of the presence of Revelation is obliged by his conscience to belong publicly ( Lionel : Cardinal Muller infers that these are known cases and so are exceptions to the dogma, in other words B is an exception to A) — and not only in his conscience, in his heart — to this Catholic Church by remaining in communion with the Pope and those bishops in communion with him.
But we cannot say that those who are inculpably ignorant of this truth are necessarily condemned for that reason. ( Lionel : Why does he mention inculpably ignorant persons with reference to the dogma? We personally do not know any such case. Here again he infers that these cases are known. So they become exceptions. B is an exception to A) We must hope that those who do not belong to the Church through no fault of their own, but who follow the dictates of their God-given conscience, will be saved by Jesus Christ whom they do not yet know. ( Lionel : Again he mentions exceptions. B is an exception to A.Those who follow their conscience and are saved without the baptism of water and who are known to him(Cardinal Muller) become exceptions. But he does not know any such person personally !!) Every person has the right to act according to his or her own conscience. ( Lionel : And these persons are known to him, for them to be relevant or exceptions to the dogma on salvation.Otherwise why mention it ? Again it is inferred that B is an exception to A) However, if a Catholic says today, “I am going to put myself outside the Church,” we would have to respond that without the Church that person is in danger of losing salvation.
Therefore, we must always examine the context of these statements. The problem that many people have is that they are linking statements of doctrine from different centuries and different contexts ( Lionel : How can a dogma change? However doctrine since the Baltimore Catechism (1808) has been changed after it was inferred that B is an exception to A. The meaning of the dogma has been changed. There is the pre and post Fr. Leonard Feeney meaning of the dogma. ) — and this cannot be done rationally without a hermeneutic of interpretation. We need a theological hermeneutic ( Lionel : He is referring to a theology in which B is an exception to A. He will not accept a theology in which B is not an exception to A) for an authentic interpretation, but interpretation does not change the content of the teaching.( Lionel : He has rejected the traditional Fr. Leonard Feeney interpretation of the dogma extra ecclesiam nulla salus when he infers B is an exception to A. For Fr. Leonard Feeney B was not an exception to A. There were no exceptions.)
