The Rome Vicariate promotes deception on the Catholic Faith.This is unethical even by secular standards and it needs to be corrected.Even after being informed they persist with the error.Many years back Mons. Marco Gnavi the Director of Ecumenism and Inter-religious affairs at the Vicariate was informed.
The Vicar General Cardinal Angelo de Donatis, along with the rest of his bureaucracy present a false reasoning , to reject Vatican Council II being in harmony with the strict interpretation of the dogma extra ecclesiam nulla salus (EENS).With the use of an irrational premise and inference they now say that outside the Catholic Church there is known salvation.So for them non Catholics do not necessarily have to convert into the Catholic Church for salvation. They are not going to Hell if they die outside the Church.
If the false premise and inference was not consciously used then the Vicariate would be saying that all non Catholics need to convert into the Catholic Church with 'faith and baptism'(Ad Gentes 7, Vatican Council II) to avoid the fires of Hell.Since all non Catholics are oriented to Hell is the present teaching of Vatican Council II(AG 7).
But with this lie - of there being known salvation outside the Church, with invisible non Catholics allegedly being saved without faith and baptism, the Vicariate permits a new version of Catholic salvation.
This is not known to Catholics in general or people at large.
Similarly it was deceptive for Cardinal Luiz Ladaria s.j , the present Prefect of the Congregation for the Doctrine of the Faith(CDF), Vatican to suggest that Lumen Gentium 8 ( elements of sanctification and truth in other religions) was an exception, to the Church's teaching on it having the exclusiveness and superiority in salvation.(Placquet Deo Press Conference, March ,2016).
Now at the University of St.Thomas Aquinas(Angelicum), Rome Fr. Francesco Giordano teaches this deception at theology classes.He knows it is unethical.However the Vicariate approves his permission to teach theology( mandatum) and offer Holy Mass in Rome ( incardination).While another Italian priest who rejected this deception and said that BOD, BOB and I.I could not be exceptions to EENS and he affirmed traditional exclusive salvation in Jesus and the Catholic Church, was not allowed to offer Holy Mass in Rome. He could not be incardinated and even when he privately offered Holy Mass in Italian it was stopped.
The Church teaches that we must not lie and we must follow the 10 Commandments of Moses but the officials at the Vicariate lie and deceive.
The Vicar General imposes this deception upon the priests and other religious and when he is informed there is no denial from him.He would agree that deception is their official policy.
Fr. Francesco Giordano who is now the Director of the Human Life International, Rome Office, was a religious formater with the Franciscans of the Immaculate under Fr. Stefano Mannelli F.I .At that time he would criticize the theology being taught at the pontifical universities in Rome.Now he is teaching the same deceptive theology, which is not Catholic. He would criticize the Neo Catechemenal Way of Kiko Arguello and he is now using the same New Theology as Arguello and the other lay movements.
Fr. Giordano Bruno and the Rome Vicariate needs to clarify three points.1
The Rome Vicariate and the professors at the pontifical universities must not be allowed to change the interpretation of the Nicene, Athanasius and Apostles Creed. Canonically they are also not allowed to change the traditional interpretation of Vatican Council II and the Catechisms by using an irrational premise( invisible non Catholics are visible on earth) and inference ( they are objective examples of salvation outside the Church and exceptions to traditional EENS).Similarly the Dominicans at the Angelicum should not be officially allowed to support heresy and sacrilege.
Yet Fr. Giordano's thesis as a theology student at the Angelicum was approved by Bishop Charles Morerod OP.They both considered invisible cases of the BOD, BOB and I.I as being visible exceptions to Feeneyite EENS. This violates the Principle of Non Contradiction.Yet this error is still part of the academic policy at the Angelicum and other pontifical universities in Rome.
Fr. Marco Hausmann,an Austrian priest, who offers the Latin Mass in Rome has said that there are no known cases of BOD, BOB and I.I in our reality.There are no practical cases..Other priests here who offer Mass in Italian have said the same. It is something obvious.The Vicariate in Rome can also confirm this.

1.He interprets invisible cases of the baptism of desire, baptism of blood and invincible ignorance as visible exceptions to the dogma extra ecclesiam nulla salus(EENS) as it was known to the missionaries and Magisterium of the 16th century.This is irrational, heretical and non traditional.
2.He interprets Vatican Council II, with unknown cases in the present times, referenced in LG 8, LG 14,LG 16, UR 3, NA 2, GS 22 etc as known non Catholics in real life, saved outside the Church, who are practical exceptions to the dogma EENS as it was interpreted over the centuries.
3.In general he interprets Cushingite ( hypothetical cases are not hypothetical but physically visible non Catholics saved outside the Church in the present times 2018-2019) passages in Vatican Council II as contradicting the orthodox passages, which support exclusive salvation.This is false.However in this way, for him and not for me, the Council emerges as a rupture with Tradition on an ecumenism of return, the past exclusivist ecclesiology, EENS,the Syllabus of Errors etc. He is unable to say that Vatican Council II is Feeneyite and so all non Catholics and non Christians need to be members of the Catholic Church for salvation.

Why cannot a priest affirm the teachings of the Catholic Church even if it means not being incardinated or receiving the mandatum to teach fake theology ? Since even if the Mass is illicit it would not be heretical and sacrilegious
