By developed theological understanding of extra ecclesiam nulla salus(EENS) he means  :-
1.Accept that personally known cases of the baptism of desire(BOD), baptism of blood(BOB) and invincible ignorance(I.I) as being objective examples of salvation outside the Church and so exceptions to the strict interpretation of EENS. There would have to be literally known cases for them to be exceptions. Non Catholics who do not exist in our reality, for example in 2019, cannot be known exceptions to traditional EENS.However this is the reasoning at the Congregation for the Doctrine of the Faith(CDF).
2.Accept that personally visible and known cases of LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc in Vatican Council II are objective examples of salvation outside the Church and so they contradict EENS, the past exclusivist ecclesiology and an ecumenism of return. But who are these people and what are their names? He will say he does not any know any one personally.
So this is Archbishop Giacomo Morandi's theological concept of a developed understanding of EENS.

For Archbishop Morandi BOD, BOB and I.I and LG 8, LG 14, LG 16 etc are explicit, objective and personally known cases. So they are exceptions to EENS. They contradict the teaching on exclusive salvation and there being only  Catholics in Heaven.
For Brother Andre Marie  BOD,BOB and I.I and LG 8, LG 14, LG 16 etc are only possibilities. A possibility is theoretical and speculative. It is not a concrete person in the present times (2019).So BOD, BOB and I.I are LG 8 etc are not exceptions to EENS. They are not a development. There cannot be a nuanced version of EENS based on personally unknown cases.
This is the point Archbishop Morandi does not understand. Practically there cannot be an exception to EENS since a person who is saved would have to be present on earth to be an exception.So there is nothing in the Catechism of the Catholic Church, Vatican Council II or Dominus Iesus which would contradict the strict interpretation of EENS.They can only refer to hypothetical and theoretical cases. So they are not relevant to EENS as exceptions.
Since Brother Andre Marie has not accepted the irrational interpretation of BOD,BOB and I.I and Vatican Council II(LG 8 etc) a Decree of Precepts-Prohibition has been issued. The SBC is not to legally claim that they are Catholics according to the CDF and the Diocese of Manchester.
The Congregation for the Doctrine of the Faith has used deception to present a theologically 'developed' understanding of EENS.This is innovation based upon a falsehood.
What was the point in citing the Catechism of the Catholic Church? The references are all theoretical and hpothetical.
With hypothetical cases being presented as objective non Catholics saved outside the Church, there is a rupture with EENS as it was known to the Magisterium and missionaries in the 16th century. It is only with this ruse that there can be a developed version of EENS.
Now all Catholics, to be in good standing with the CDF have to use this 'developed' version of EENS.It is a rupture with the popes and saints of the past.It contradicts St. Francis Assisi, St. Bonaventure, St. Catherine of Siena and numerous other saints on EENS. None of them would be Catholic for the present CDF.

Catholics in future could find themselves having to to contest the Catholic Church's right to call itself Catholic using false reasoning and subterfuge and then legally labelling faithful Catholics as non Catholics since they do not accept the official heresy.

Traditionalists and conservatives in the future may find themselves legally having to contest  the Catholic Church's right to call itself Catholic when it uses false  reasoning and  an irrational premise and inference to create a rupture  with the dogma  EENS, the past exclusivist ecclesiology,an ecumenism of return, the Syllabus of Errors and the rest of Tradition.
With the use of a false premise and inference magisterial documents  are interpreted irrationally by the CDF and the two popes, to create a rupture  with the teaching on exclusive salvation in the Catholic Church. Those Catholics who do not accept this conclusion will be branded non Catholics by the CDF and legally part of a sect  etc.
The Congregation for the Doctrine of the Faith(CDF) has apostatized and is supporting Satan and the Left for the survival of the Vatican in its present structural form.
Deceptive reasoning and hidden lies are being used by the CDF to change Catholic doctrine on exclusive salvation.This was underway even before Vatican Council II and it is now official on the website of the Diocese of Manchester, USA.
Legally the CDF cannot claim invisible non Catholics saved with invisible cases of the baptism of desire(BOD),baptism of blood( BOB)  and invincible ignorance( I.I ) are visible exceptions to extra ecclesiam nulla salus(EENS). 
This is subterfuge.
The CDF cannot claim that hypothetical cases referred to in LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc are objective exceptions of salvation outside the Church. So these 'visible exceptions' contradict the strict interpretation of EENS,for the CDF.The SSPX has to use this reasoning to avoid being labelled a non Catholic organisation.
The CDF could be challenged legally in the future  when it uses this irrationality to label a traditionalist as being legally not a Catholic.-Lionel Andrades

Catholic Identity Conference speaker would also be a non Catholic for the CDF

Mike Church a speaker at the last Catholic Identity Conference in the USA, associated with the traditionalist St. Benedict Center, New Hamphire would also legally be listed as a non Catholic by the Congregation for the Doctrine of the Faith(CDF).

If the Society of St. Pius X(SSPX)  does not continue to interpret Vatican Council II and the Catechism of the Catholic Church as a rupture with extra ecclesiam nulla salus(EENS) then they too would be labelled non Catholic by the Congregation for the Doctrine of the Faith(CDF) and the secular forces.
Presently the SSPX interprets the baptism of desire(BOD), baptism of blood(BOB) and invincible ignorance(I.I)  as a rupture with EENS and this is satisfactory for the Left.
However they do not accept Vatican Council II as a rupture with EENS and so here negotiations continue.
The St.Benedict Center, traditionalists who are presently non Catholic for the Vatican, accept BOD, BOB and I.I as speculative possibilities( followed by the baptism of water).However with BOD,BOB and I.I as theoretical possibilities known only to God, with or without the baptism of water, they still are not exceptions to EENS.This is clear on the SBC  Doctrinal Statement posted on their website, Catholicism.org.
They also refer to LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc in Vatican Council II as being known only to God in the present times, in personal cases.This too is indicated on their website. So Vatican Council II is not a rupture with EENS.
For the SSPX, LG 8 etc and BOD, BOB and I.I contradict an ecumenism of return, the past ecclesiology and the Syllabus of Errors. The SSPX though, sees EENS as having exceptions(BOD,BOB and I.I) and it is not the same as the St. Benedict Center's interpretation of EENS, with BOD, BOB and I.I not being exceptions.

The St. Benedict Center according to their Doctrinal Statement do not have to reject Vatican Council II or the Catechism of the Catholic Church and yet they can affirm exclusive salvation in the Catholic Church based on Vatican Council II(AG 7).
According to Vatican Council II(AG 7) there are only Catholics in Heaven and they are there with faith and baptism. All need faith and baptism for salvation.While the bishop, Chancellor and Episcopal Vicar in the Diocese of Manchester agree that they do not know of any objective exceptions to EENS or Ad Gentes 7,  in the present times(2019).
So if the second round of doctrinal talks with the SSPX fail on Vatican Council II they could legally be called non Catholic.They would be labelled a sect etc.
However if they accept Vatican Council II as a rupture with EENS it would be heresy and their Holy Mass would be a sacrilege but they would be legally recognised by the Left, as being  Catholic.
Cardinal Burke's statements on other religions  at the last Voice of the Family Conference in Rome would place him on the Left's Wanted List for those Catholics who are to be declared non Catholics.
