Bishop Athanasius Schneider has accepted the new moral theology and so he cannot call a holder or supporter of heresy, a heretic.
The German bishops give the Eucharist at Holy Mass to Protestants.This contradicts the dogma extra ecclesiam nulla salus(EENS) and exclusive salvation in the Catholic Church.This is heresy. They do not accept the de fide teachings on faith and morals.
The German bishops give the Eucharist to non Catholics in mixed marriages .Since they do not accept the dogma EENS, the couple is not living in adultery.
The English bishops give the Eucharist to practising homosexuals.Since this is not a mortal sin for them.
The present two popes overlook all this.
They do not correct the German and English bishops and order them to end this sacrilege and sin.This is schism with the past popes and the past Magisterium.
This is public heresy.
For whatever reason, the error is not being corrected.The heresy is not being denied and neither are actions undertaken to stop it.
So the popes and bishops are in mortal sin.

Attentuating circumstances, lack of free will cannot be a norm in general.If there are conditions which aid salvation they would be known only to God.
The conditions for exceptions can only be known to God but the new moral theology makes it the norm.
So if someone is living in mortal sin in general this is the norm for going to Hell.We cannot say that in general a couple living in concubinage is an exception.But this is the new moral and salvation theology being taught at Pontifical universities and semanaries in Italy.
It is the same on the issue of salvation and faith.
Every one who is outside the Church is going to Hell but this is the faith-norm which the present two popes reject.
Every one who is living in the homosexual life style is going to Hell at the time of death.This is the moral norm which the present two popes do not affirm.
