The whole Archdiocese of Boston today is interpreting Vatican Council II with a false premise. This includes the faculty at Boston College. Boston College once expelled Fr. Leonard Feeney and Catholic professors for not using the false premise in the intepretation of EENS. They were supposed to say : unknown cases of the baptism of desire were known and practical exceptions to EENS

Amy Barrett is a Cushingite progressivist Catholic. So she is approved by the USCCB bishops. If she did not interpret Vatican Council II without the false premise they would not approve her. If she interpreted Vatican Council II rationally she could not be a professor of law at the Catholic, University of Notre Dame, USA.
Fr.Anthony Pillari may say that the baptism of desire(BOD) is a part of the baptism of water.However BOD is still an exception to Feeneyite EENS for him. So it excludes the baptism of water. If it did not exclude the baptism of water it would not be an exception. He would then be a Feeneyite.But he is not a Feeneyite. If it is a part of the baptism of water it still is hypothetical.It is theoretial.It exists only in the mind. It is not a practical exception to EENS

Instead, like the liberals , they will say, 'We do not know', 'We cannot judge'. For Feeneyites the norm for salvation is faith and baptism (AG 7) and there are no objective exceptions.This is the teaching of the Holy Spirit over the centuries. So when we meet a non Catholic we know what the Church teaches.This is what the Church teaches also today when Vatican Council II and other Magisterial documents are interpreted rationally

Since the person does not have faith and baptism( non Christian) or Catholic faith( non Catholic Christians) or the baptism of water in the Catholic Church. There are exceptions of the baptism of desire(BOD) for Fr. Pillari. So when he meets a non Catholic, the person can be an exception to exclusive salvation in the Catholic Church. This is the liberal approach of Cardinal Richard Cushing, Pope Paul VI and Cardinal Joseph Ratzinger. They would read the Baltimore Catechism with Cushingism and not Feeneyism
