God is love. He loves us and wants every one to come to Heaven. He died for us. He died for all of us.He has no favourites. Salvation is open to all but to receive this salvation the Acts of the Apostles tell us that we must believe in Jesus, repent of our sins and decide not to commit them again.Then with Catholic faith ; Christian faith, get baptized with water and follow the teachings of Jesus in the only community;the only Church he founded, outside of which there is no salvation.
Jesus and the community; the Church, is necessary for salvation. This was how it was for the first 300 years before Constantine.There was only Jesus and the Catholic Church, with popes in Apostolic Succession.

The Early Christians, the Church Fathers were Catholic and had the faith. They were sustained by the Holy Spirit.

So the Joint Declaration of the Catholics and Lutherans was false.Since the Lutherans do not have the faith needed for salvation and so their good works of no avail.
Pope Benedict, a Cushingite, did not tell the Lutherans that there was no salvation outside the Catholic Church.This was not possible since he had rejected the dogma outside the Church there is no salvation.
Similarly the Balamand Declaration and 'Chieti text' agreement 1 was based on the false New Theology, which assumed that BOD, BOB and I.I were exceptions to the traditional interpretation of the dogma extra ecclesiam nulla salus(EENS).It was wrongly assumed that there was known salvation outside the Church.
