So if an SSPX or FSSP priest says that he 'accepts the seven sacraments' and believes that there is no salvation outside the Church and every one needs the sacraments to go to Heaven and avoid Hell,with no exception he will be suspended. So only accepting the seven sacraments is not enough for Cardinal Muller. One has to also affirm the new theology with it i.e there are visible exceptions to all needing the Sacrament of Baptism for salvation, there is known salvation outside the Catholic Church.Every one does not need to be a card carrying members of the Church for salvation. This is the acceptable political line if you want to be a religious in the Catholic Church or a lay person with a responsible job,a juridical person, according to canon law.

Then you cannot come into the Church if you accept the Seven Sacraments but and reject the six million holocaust figure set by the Jewish Left, who represent Satan in general.
So one has to accept the seven sacraments with conditions.Since there is salvation outside the Church for Cardinal Muller the seven sacraments are not a necessity for salvation-every one has to agree on this.

Cardinal Muller then said that the SSPX " has to accept the hierarchical communion'.Once again it will be seen that the hierarchical communion must be there only with the new theology. Without it there can be no hierarchical communion. The hierarchy only interprets Vatican Council II with invisible cases being visible exceptions to the dogma EENS.This invisible-visible mix up is obligatory.So for any one to be accepted as a priest or religious, he has to interpret Vatican Council II as a rupture with EENS.There has to be a development with EENS as it was known to the 16th century missionaries. Only then can there be communion with the hierarchy.The SSPX presently are Cushingites. But they reject the conclusions of Cushingism.vatican Council II(Cushingism) is a rupture with Tradition.The hierarchy are Cushingites who accept the conclusion of the new theology.They do not reject Vatican Council II(Cushingite).They want a rupture with Tradition. So for the hierarchy, the dogma EENS is no more like it was for the 16th century missionaries and Pope Benedict XVI clarified this for everyone in March 2016.So the Syllabus of Errors of Pope Pius IX is automatically rejected.
Catholics have to start affirming the necessity of the Seven Sacraments and make it clear that every one needs them for salvation.There are no exceptions.There is no known salvation outside the Church.
Catholics need to affirm the necessity of being in step with the two popes and the ecclesiastical hierarchy only when they do not use the new theology to re-interpret magisterial documents as a rupture with the past.
The present magisterium must reject the new theology, Cushingism, and be in harmony with the past ecclesiology and past magisterium of the Church.Heresy must not be enforced by the magisterium throughout the Church expecting Catholics in ignorance to accept it.'Rome must come back to the faith', as Archbishop Lefevbre said.

Cardinal Muller's heresy must be pointed out to him. On his own he will hide this subject and not talk about it.It is the same with the two popes.They will not want Catholics to discuss this.
It is possible Cardinal Muller knows that there are dogmatic and doctrinal errors being enforced by the two popes and he is being obedient to them.
He possibly knows that Vatican Council II is not a rupture with the dogma EENS( Feeneyite) but is still going along with Pope Benedict on this issue.They want to please the Jewish Left even when they know that the Sacraments are necessary for salvation and there can be no exceptions.-Lionel Andrades
