USCCB interprets Vatican Council II with Cushingism. So mixed marriages are not adultery

In the Fr.Peter C.Phan case, the Doctrinal Committee of the  United States Conference of Catholic Bishops(USCCB)  interpreted Vatican Council II with Cushingism instead of Feeneyism.The new President of the USCCB Doctrinal Committee,Bishop Kevin Rhoades,  does the same.
For the USCCB bishops there is known salvation outside the Church and so they reject the old ecclesiology with the necessity for all people, with no known exception, to be a member of the Church to avoid Hell ( Vatican Council II(AG 7), Catechism of Pope Pius X etc).

So even though a mixed marriage is not a Sacrament the marriage is permitted by the Cushingite bishops assuming that the non Catholic spouse can be saved outside the Church.
The USCCB states:
'So the sacred character of all valid marriages , including those which the Church does not consider as sacramental,is recognized.For these, too, manifest the hand of God, who is the author of marriage, and should lead the couple to holiness of life.'- Statement on the Implementation of the Apostolic Letter on Mixed Marriages , USCCB, Effective Jan.1,1971.Introductory Principles p.16.St. Paul's Books and Media, Boston,MA.

We must note that LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc are all references to hypothetical cases  only and they are not personally known people saved outside the Church.This is the Feeneyite way of reading Vatican Council II. So these references cannot be objective  exceptions to the de fide teaching on outside the Church there is no salvation.Yet this was the mistake the Council Fathers made at Vatican Council II and they in included Pope Paul VI and Pope Benedict XVI .

They assumed that hypothetical cases of the baptism of desire(BOD), baptism of blood(BOB) and being saved in invincible ignorance(I.I), were objective exceptions to the past exclusive ecclesiology of the Church.This is the Cushingite way to read the Council-text.
Pope Pius XII also supported Cardinal Cushing and not Fr. Leonard Feeney  and this was about the time of the creation of the new state of Israel and the end of World War II.
But Cushingism is wrong.Practically there are no cases of BOD, BOB and I.I for them to be exceptions to extra ecclesiam nulla salus.They are not examples of known salvation outside the Church since they cannot be known to us human beings.-Lionel Andrades
