Pope Francis, Pope Benedict, the Congregation for Divine Worship and the Congregation for the Doctrine of the Faith determine the licitness of Holy Mass and all the members of these congregations , like the popes, are rejecting the traditional interpretation of the Creeds and are only permitting the Mass to be offered with the heretical and schismatic doctrinal impediment
