In 1965 it should have been announced that Vatican Council II supports the strict interpretation of the dogma extra ecclesiam nulla salus(EENS) and so there is no change in the Church's ecclesiology. They can make this announcement even today.
Both Archbishop Morandi and  Archbishop Di Noia, Secretaries of the Congregation for the Doctrine of the Faith (CDF), Vatican, agree that they do not know any one saved in 2019 saved with the baptism of desire(BOD), baptism of blood (BOB) and invincible ignorance(I.I). They personally do not know any one already saved outside the Catholic Church nor someone who will be saved as such.This can only be known to God. So there are no exceptions to Ad Gentes 7 and Lumen Gentium 14 saying all need faith and baptisms for salvation. There are also no exceptions mentioned to the dogma EENS and the Catechism of Pope Pius X which tells us that all need to be members of the Catholic Church for salvation.
We all now know that LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc do not refer to personally known non Catholics in 2019 saved outside the Catholic Church,without 'faith and baptism'(AG 7, LG 14).
So the CDF can announce that personally invisible cases of BOD, BOB and I.I in the Letter of the Holy Office 1949 do not contradict Feeneyite EENS. The New Theology is created upon this mistake.
BOD, BOB and I.I  should not have been mentioned in Vatican Council II (AG 7, LG  14) with reference  to all needing  faith and baptism for salvation.
Now after 50 years the CDF and the cardinals and bishops  can change the narrative on Vatican Council II. The Polish Bishops's Conference could announce that they affirm the strict interpretation of the dogma EENS in harmony with Vatican Council II and the Catechism of the Catholic Church. So there is no new ecumenisn, new evangelisation and new ecclesiology based upon personally known non Catholics saved  without Catholic Faith, which include the Sacraments and the Church's traditional teachings on faith and morals.There can be no known salvation outside the Church for us human beings and so LG 8, LG 16, UR 3, GS 22 and BOD, BOB and I.I are not exceptions to the traditional interpretation of EENS as it was known to the missionaries and Magisterium of the 16th century.They must be read as just being hypothetical and speculative cases.
