Michael Sean Winters, Massimo Faggioli, John Allen jr and Joshua McElwee agree that even though Yves Congar, Karl Rahner, Richard Cushing and Joseph Ratzinger were there at Vatican Council II. the Council can be interpreted with the rational premise, inference and conclusion. Then it will be in harmony with the past exclusivist ecclesiology of the Church, an ecumenism of return and 16th century extra ecclesiam nulla salus(EENS), with no known exceptions. None of them are disputing this.

They also agree that when the baptism of desire(BOD), baptism of blood (BOB) and invincible ignorance(I.I) are interpreted with the rational premise, inference and conclusion, they are not practical exceptions to Feeneyite EENS.They do not contradict Feeneyite EENS.So the Letter of the Holy Office 1949 made an objective mistake.The cardinal who issued the Letter assumed unknown cases of the BOD, BOB and I.I were known exceptions to Feeneyite EENS. The Congregation for the Doctrine of the Faith(Holy Office ) made a mistake in 1949 and the mistake was repeated at Vatican Council II. In Ad Gentes 7 for example, BOD and I.I are mentioned with reference to all needing faith and baptism for salvation.BOD and I.I were really irrelevant to EENS.

So the CDF Secretaries would also be wrong to ask Brother Andre Marie MICM and the Slaves of the Immaculate Heart of Mary, St. Benedict Center, New Hampshire,to interpret unknown cases of being saved in invincible ignorance as exceptions to EENS.

They have officially asked the community of Fr. Leonard Feeney to interpret the Catechism of the Catholic Church ( CCC 847-848 on Invincible ignorance) as being exceptions to Feeneyite EENS.The CDF Secretaries Morandi and Di Noia use the false premise, inference and conclusion to interpret the Catechism of the Catholic Church. 
The National Catholic Reporter, Crux and Commonweal correspondents agree with me.The Catechism of the Catholic Church and Vatican Council II do not contradict Feeneyite EENS.The post Vatican Council II ecclesiology is the same as that of the missionaries and Magisterium of the 16th century.

GS 22 (Gaudium et Specs 22. The case of the unknown non Catholic who is saved outside the Catholic Church. He or she is saved without faith and baptism but with goodwill.
