If they were asked, all the U.S Bishops at the fall assembly in Baltimore,  would say that LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc, in Vatican Council II refer to hypothetical cases only. So they are not objective examples of salvation in 2019. They would agree unanimously.

So LG 8 etc cannot be practical exceptions to Feeneyite extra ecclesiam nulla salus(EENS), the past ecclesiology and the traditional ecumenism of return.Vatican Council II is not a rupture with the Athanasius Creed  and the Syllabus of Errors of Pope Pius IX on outside the Church there is no salvation.

The Letter of the Holy Office 1949 made an objective and factual mistake and Fr. Leonard Feeney and the St. Benedict Center were correct.

The bishops of the  United States Conference of Catholic Bishops(USCCB) have  been interpreting Vatican Council II irrationally, these   50 years, and now they can make the change. They can correct the error.
