The interpretation of Vatican Council II is Magisterial when it is in harmony with the past Magisterium of the Catholic Church, it does not use a false premise and is not a rupture with Tradition ( extra eccleisam nulla salus, Athanasius Creed, Nicene and Apostles Creed etc).So it is not heretical or schismatic
