If there really are no exceptions mentioned in the Catechism of the Catholic Church to 16th century extra ecclesiam nulla salus (EENS) then there are no exceptions when we proclaim the Social Reign of Christ the King ( Quas Primas ) and the necessity for society in general to be Catholic, to avoid the fires of Hell. Since in Heaven there are only Catholics and they are there with faith and the baptism of water.( Athanasius Creed, EENS, Syllabus of Errors of Pope Pius IX etc).

It would mean Mission ( Evangelisation ) is still traditional  i.e all non Catholics are oriented to Hell  with  no exceptions.They need faith and and the baptism  of water in the Catholic Church.This would include the Lutherans. - Lionel Andrades
