The principal issue is Vatican Council II and not the Latin Mass for the Dicastery
Those priests who accept Vatican Council II and also interpret it with a Rational Premise and Inference producing a traditional conclusion need not apply to the Dicastery for Divine Worship, Vatican, to offer Mass in Latin. Permission will not be given.
Those priests who accept Vatican Council II and interpret it only with an Irrational Premise and Inference producing a nontraditional conclusion, will be allowed to offer Mass in Latin .
The principle issue is Vatican Council II and n ot the Latin Mass. - Lionel Andrades
