In the Fr.Peter C.Phan Notification was the USCCB affirming the rigorist interpretation of outside the church no salvation?


It is understood that we do not know any case of a someone saved in invincible ignorance and the baptism of desire. So they are not exceptions to the defined dogma.

The United States Conference of Catholic Bishops (USCCB) Notification on Fr.Peter C.Phan states that the Church is the unique and universal instrument of salvation.It means  that there can be non Catholics saved with 1) the Baptism of water given to adults with Catholic Faith and 2) those in invincible ignorance , the baptism of desire, a good conscience, the seeds of the Words etc.

It is understood that we do not know any case of someone saved in invincible ignorance etc, everyone on earth needs Catholic Faith and the baptism of water for salvation.  ‘Jesus Christ is the unique and universal Saviour of all mankind’ and outside the Church there is no salvation.

The USCCB stated  in the Notification "because the Church is the universal sacrament of salvation, whatever grace is offered to individuals in whatever various circumstances, including non-Christians, must be seen in relationship to the Church, for she is always united to Jesus Christ, the source of all grace and holiness."

Yes - and this is not in conflict with the defined dogma extra ecclesiam nulla salus.Neither is it in conflict with Ad Gentes 7,Vatican Council II which states all need faith and baptism for salvation.

It is not in conflict with the teaching of Fr.Leonard Feeney of Boston who said that all need to enter the Church for salvation and there was no (known) salvation outside the church.We do not know any case of a person saved with the baptism of desire or in invincible ignorance.

So the USCCB could be affirming the rigorist interpretaion of the dogma extra ecclesiam nulla salus just as the Church Fathers, popes and Church Councils, saints, Catechisms, Vatican Council II and the Bible as interpreted by the Catholic Church.

In the Notification the USCCB mentioned that there could be non Catholics saved in invincible ignorance and tbe baptism of desire.We accept this in principle.Defacto, this was known only to God.

The popes and Church Councils accepted it in principle that a non Catholic could be saved in invincoible ignorance etc. They also knew that  these cases were known only to God.So they were not explicit exceptions to the dogmatic teaching extra ecclesiam nulla salus.

Fr.Peter C.Phan outright denies the magisterial teaching on salvation and so the USCCB rightly corrected him. Even though he denies a defined dogma the USCCB however allows him to offer Holy Mass. This is contrary to Canon Law.How is a priest in public mortal sin allowed to offer Holy Mass ?
