LUMEN GENTIUM 14, CONCILIO VATICANO II
14. Il santo Concilio si rivolge quindi prima di tutto ai fedeli cattolici. Esso, basandosi sulla sacra Scrittura e sulla tradizione, insegna che questa Chiesa peregrinante è necessaria alla salvezza. Solo il Cristo, infatti, presente in mezzo a noi nel suo corpo che è la Chiesa, è il mediatore e la via della salvezza; ora egli stesso, inculcando espressamente la necessità della fede e del battesimo (cfr. Gv 3,5), ha nello stesso tempo confermato la necessità della Chiesa, nella quale gli uomini entrano per il battesimo come per una porta. Perciò non possono salvarsi quegli uomini, i quali, pur non ignorando che la Chiesa cattolica è stata fondata da Dio per mezzo di Gesù Cristo come necessaria, non vorranno entrare in essa o in essa perseverare. Sono pienamente incorporati nella società della Chiesa quelli che, avendo lo Spirito di Cristo, accettano integralmente la sua organizzazione e tutti i mezzi di salvezza in essa istituiti, e che inoltre, grazie ai legami costituiti dalla professione di fede, dai sacramenti, dal governo ecclesiastico e dalla comunione, sono uniti, nell'assemblea visibile della Chiesa, con il Cristo che la dirige mediante il sommo Pontefice e i vescovi...
I catecumeni che per impulso dello Spirito Santo desiderano ed espressamente vogliono essere incorporati alla Chiesa, vengono ad essa congiunti da questo stesso desiderio, e la madre Chiesa li avvolge come già suoi con il proprio amore e con le proprie cure.- Lumen Gentium 14, Concilio Vaticano II

DECRETO SULL’ECUMENISMO  UNITATIS REDINTEGRATIO 

Perciò queste Chiese  e comunità separate, quantunque crediamo abbiano delle carenze, nel mistero della salvezza non son affatto spoglie di significato e di valore. Lo Spirito di Cristo infatti non ricusa di servirsi di esse come di strumenti di salvezza, la cui forza deriva dalla stessa pienezza della grazia e della verità, che è stata affidata alla Chiesa cattolica.
Tuttavia i fratelli da noi separati, sia essi individualmente, sia le loro comunità e Chiese, non godono di quella unità, che Gesù Cristo ha voluto elargire a tutti quelli che ha rigenerato e vivificato insieme per formare un solo corpo in vista di una vita nuova, unità attestata dalle sacre Scritture e dalla veneranda tradizione della Chiesa. Infatti solo per mezzo della cattolica Chiesa di Cristo, che è il mezzo generale della salvezza, si può ottenere tutta la pienezza dei mezzi di salvezza. In realtà noi crediamo che al solo Collegio apostolico con a capo Pietro il Signore ha affidato tutti i tesori della Nuova Alleanza, al fine di costituire l'unico corpo di Cristo sulla terra, al quale bisogna che siano pienamente incorporati tutti quelli che già in qualche modo appartengono al popolo di Dio. Il quale popolo, quantunque rimanga esposto al peccato nei suoi membri finché dura la sua terrestre peregrinazione, cresce tuttavia in Cristo ed è soavemente condotto da Dio secondo i suoi arcani disegni, fino a che raggiunga gioioso tutta la pienezza della gloria eterna nella celeste Gerusalemme.-Decreto Sull 'Ecumenismo 3, Concilio Vaticano II

CATECHISMO DELLA CHIESA CATTOLICA



«Fuori della Chiesa non c'è salvezza»
846 Come bisogna intendere questa affermazione spesso ripetuta dai Padri della Chiesa? Formulata in modo positivo, significa che ogni salvezza viene da Cristo-Capo per mezzo della Chiesa che è il suo corpo:
Il santo Concilio « insegna, appoggiandosi sulla Sacra Scrittura e sulla Tradizione, che questa Chiesa pellegrinante è necessaria alla salvezza. Infatti solo Cristo, presente per noi nel suo corpo, che è la Chiesa, è il Mediatore e la Via della salvezza; ora egli, inculcando espressamente la necessità della fede e del Battesimo, ha insieme confermato la necessità della Chiesa, nella quale gli uomini entrano mediante il Battesimo come per la porta. Perciò non potrebbero salvarsi quegli uomini, i quali, non ignorando che la Chiesa cattolica è stata da Dio per mezzo di Gesù Cristo fondata come necessaria, non avessero tuttavia voluto entrare in essa o in essa perseverare ». 
847 Questa affermazione non si riferisce a coloro che, senza loro colpa, ignorano Cristo e la Chiesa:
« Infatti, quelli che senza colpa ignorano il Vangelo di Cristo e la sua Chiesa, e tuttavia cercano sinceramente Dio, e sotto l'influsso della grazia si sforzano di compiere con le opere la volontà di Dio, conosciuta attraverso il dettame della coscienza, possono conseguire la salvezza eterna ». 
848 « Benché Dio, attraverso vie a lui note, possa portare gli uomini, che senza loro colpa ignorano il Vangelo, alla fede, senza la quale è impossibile piacergli,  è tuttavia compito imprescindibile della Chiesa, ed insieme sacro diritto, evangelizzare »  tutti gli uomini.

DOMINUS IESUS 

16. Il Signore Gesù, unico Salvatore, non stabilì una semplice comunità di discepoli, ma costituì la Chiesa come mistero salvifico: Egli stesso è nella Chiesa e la Chiesa è in Lui (cf. Gv 15,1ss.; Gal 3,28; Ef 4,15-16; At 9,5); perciò, la pienezza del mistero salvifico di Cristo appartiene anche alla Chiesa, inseparabilmente unita al suo Signore. Gesù Cristo, infatti, continua la sua presenza e la sua opera di salvezza nella Chiesa ed attraverso la Chiesa (cf.Col 1,24-27) , che è suo Corpo (cf. 1 Cor 12, 12-13.27; Col 1,18) . E così come il capo e le membra di un corpo vivo pur non identificandosi sono inseparabili, Cristo e la Chiesa non possono essere confusi ma neanche separati, e costituiscono un unico « Cristo totale » [49]. Questa stessa inseparabilità viene espressa nel Nuovo Testamento anche mediante l'analogia della Chiesa come Sposa di Cristo (cf. 2 Cor 11,2; Ef 5,25-29; Ap 21,2.9) 
Perciò, in connessione con l'unicità e l'universalità della mediazione salvifica di Gesù Cristo, deve essere fermamente creduta come verità di fede cattolica l'unicità della Chiesa da lui fondata. Così come c'è un solo Cristo, esiste un solo suo Corpo, una sola sua Sposa: « una sola Chiesa cattolica e apostolica » . Inoltre, le promesse del Signore di non abbandonare mai la sua Chiesa (cf. Mt 16,18; 28,20) e di guidarla con il suo Spirito (cf. Gv 16,13) comportano che, secondo la fede cattolica, l'unicità e l'unità , come tutto quanto appartiene all'integrità della Chiesa, non verranno mai a mancare
I fedeli sono tenuti a professare che esiste una continuità storica – radicata nella successione apostolica [53] – tra la Chiesa fondata da Cristo e la Chiesa Cattolica: « È questa l'unica Chiesa di Cristo [...] che il Salvatore nostro, dopo la risurrezione (cf. Gv 21,17), diede da pascere a Pietro, affidandone a lui e agli altri apostoli la diffusione e la guida (cf. Mt 28,18ss.); egli l'ha eretta per sempre come colonna e fondamento della verità (cf. 1 Tm 3,15). Questa Chiesa, costituita e organizzata in questo mondo come società , sussiste [subsistit in] nella Chiesa Cattolica, governata dal Successore di Pietro e dai Vescovi in comunione con lui » . Con l'espressione «subsistit in», il Concilio Vaticano II volle armonizzare due affermazioni dottrinali: da un lato che la Chiesa di Cristo, malgrado le divisioni dei cristiani, continua ad esistere pienamente soltanto nella Chiesa Cattolica, e dall'altro lato « l'esistenza di numerosi elementi di santificazione e di verità al di fuori della sua compagine » , ovvero nelle Chiese e Comunità ecclesiali che non sono ancora in piena comunione con la Chiesa Cattolica [56]. Ma riguardo a queste ultime, bisogna affermare che « il loro valore deriva dalla stessa pienezza della grazia e della verità che è stata affidata alla Chiesa Cattolica » [57].-Dominus Iesus 16.

LA LETTERA DEL SANT' UFFICIO DEL 1949

La Lettera del Sant'Uffizio del 1949 non era un documento magistrale, ma una comunicazione tra uffici tra cardinali.
Tuttavia i liberali si insediarono nel Denzinger e lo fecero riferimento al Concilio Vaticano II e al Catechismo della Chiesa Cattolica.

Ha un errore oggettivo e quindi non può essere ispirato dallo Spirito Santo e quindi essere considerato magistrale.


Siamo legati dalla fede divina e cattolica a credere a tutte quelle cose che sono contenute nella parola di Dio, contenuti nella Scrittura e nella Tradizione, e sono proposti dalla Chiesa da credere come divinamente rivelata, non solo attraverso giudizio solenne, ma anche attraverso magistero ordinario e universale (‘Denzinger’, n. 1792, Conc. Vat. I, Ses. III, Cap. III, del 24 aprile 1870 «Con fede divina e cattolica deve credersi tutto ciò che è contenuto nella Parola di Dio scritta o tramandata, e che è proposto dalla Chiesa come divinamente rivelato sia con giudizio solenne, sia nel suo Magistero ordinario universale»)...

Ora, tra le cose che la Chiesa ha sempre proclamato e non cesserà mai di proclamare è contenuta anche quella dichiarazione infallibile con cui ci viene insegnato che non c'è salvezza al di fuori della Chiesa.


Ora, tra i comandamenti di Cristo, che non si tiene minimamente in considerazione con cui ci viene comandato di essere incorporati mediante il battesimo nel Corpo mistico di Cristo, che è la Chiesa, e di restare uniti a Cristo e al suo Vicario, per mezzo del quale egli stesso, in modo visibile governa la Chiesa sulla terra.

Pertanto, nessuno si salverà, di coloro che, conoscendo la Chiesa è stata divinamente istituita da Cristo, tuttavia rifiuta di sottomettersi alla Chiesa o rifiuta l'obbedienza al Romano Pontefice, Vicario di Cristo in terra.

Non solo il Salvatore ha comando che tutte le nazioni dovrebbero entrare nella Chiesa, ma ha anche decretato che la Sua Chiesa è un mezzo di salvezza, senza la quale nessuno può entrare nel Regno della Gloria Eterna.


Nella sua infinita misericordia Dio ha voluto che gli effetti, necessari affinché uno possa essere salvato, di coloro che aiuta alla salvezza che sono diretti verso il fine ultimo dell'uomo, non per necessità intrinseca, ma solo per istituzione divina, può essere ottenuta anche in alcune circostanze quando questi aiuti sono utilizzati al solo desiderio e anelito


Lo stesso nel suo proprio grado devono essere esercitati della Chiesa, nella misura in cui lei è la guida generale per la salvezza. Quindi, per ottenere la salvezza eterna, non è sempre necessario che egli sia incorporato alla Chiesa di fatto come un membro, ma è necessario che almeno egli sia unito alla Chiesa dal desiderio e anelito.


Tuttavia, questo desiderio non deve essere sempre esplicito, come nei catecumeni; ma quando una persona è coinvolta nell'ignoranza invincibile Dio accetta anche un implicito desiderio, così chiamato perché è incluso in quella buona disposizione d'animo per cui una persona desidera che la sua volontà si conformarsi alla volontà di Dio.

'Owe no man anything, but that you love one another: for he that loveth his neighbor hath fulfilled the law.' Romans 13:8

So.....what does this mean, to "owe no man anything?" Does it mean what it says? Does it say what it means? Does it actually say that we, as Christians, are not to loan money, or to owe money to someone?
These are very valid and real questions.  Can we just gloss over them and act like we didn't read what we read, and that it doesn't mean something important. since it is a command?

Here. following, are some verses as well as what saints, and popes, and theologians have to say about the practice of usury.
One additional thought....we all agree that the US is in bad shape....it's in a huge moral slump....so is the entire world...and we generally admit that even the Church appears to be in a slump, due to the unfaithfulness of Her Church men. So...why do we not examine the modern Church practice of borrowing and lending money?  If it is a commandment of God, who, then, gives us permission to nullify the law of God in this regard?

What does the Angelic Doctor, St. Thomas Aquinas have to say on the subject?

'Lending money at interest is a mortal sin. And it is not a sin because it is prohibited, but rather prohibited because it is as such a sin.'

[Ps 103:25-26] We may observe three kinds of usurer: those who lend money privately, who may be described as creeping things without number; those who do so openly, but only in a small way, so as to seem merciful -- these are the small beasts; and the faithless, hopeless and open usurers who, as openly as in a market place, take interest from all and sundry. These are the great beasts, crueller than all the rest. 



They will be pursued by the demon huntsmen and slain with an eternal death, unless they restore their ill-gotten gains and do penance. 



To give them the opportunity to do so, there go the ships among them, the preachers of the Church who pass among them and sow the seed of God’s word. Yet, though our sins need it, the thorns of riches and the wild beasts of usury choke the word sown so devotedly, so that it does not produce the fruit of penance.'

A man's possessions are indeed multiplied by these unrighteous and sorry means, but the mind's wealth decays because usury of money is the death of the soul. 



For what God thinks of such men the most holy Prophet David makes clear, for when he asks, "Lord, who shall dwell in your tabernacle, or who shall rest upon your holy hill?" he receives the Divine utterance in reply, from which he learns that that man attains to eternal rest who among other rules of holy living "has not given his money upon usury:" and thus he who gets deceitful gain from lending his money on usury is shown to be both an alien from God's tabernacle and an exile from His holy hill, and in seeking to enrich himself by other's losses, he deserves to be punished with eternal neediness.'

And what kind of loan is this, it is asked, from all which all idea of the expectation of repayment is withdrawn? Consider the force of the expression, and you will be amazed at the loving kindness of the legislator. 



When you mean to supply the need of a poor man for the Lord’s sake, the transaction is at once a gift and a loan. Because there is no expectation of reimbursement, it is a gift. Yet because of the munificence of the Master, Who repays on the recipient’s behalf, it is a loan. "He that hath pity on the poor lendeth unto the Lord." Do you not wish the Master of the universe to be responsible for your repayment?'

'When in the sacred tribunal of penance you have heard all that your penitents have prepared themselves to confess of their sins, do not at once think that all is done, and that you have no further duty to discharge. You must go on further to inquire, and by means of questions to rake out the faults which ought to be known and to be remedied, but which escape the penitents themselves on account of their ignorance. 



Ask them what profits they make, how, and whence? what is the system that they follow in barter, in loans, and in the whole matter of security for contracts? 



You will generally find that everything is defiled with usurious contracts, and that those very persons have got together the greater part of their money by sheer rapine, who nevertheless asserted themselves so confidently to be pure from all contagion of unjust gain; having as they said, the true testimony of a conscience that reprehends them in nothing. Indeed, some persons consciences have become so hardened that they have either no sense at all, or very little sense, of the presence of even vast heaps of robberies which they have gathered into their bosom.'
