Cardinal Donald Wuerl and the USCCB Doctrinal Committee, chaired by Archbishop William E.Lori, made an objective error in the Notification on Fr. Peter C.Phan.

Cardinal Donald Wuerl would say that Catholics in mortal sin could not receive the Eucharist but he would give the Eucharist to pro-abortion politicans.No one who comes forward for the Eucharist should be refused was his contradictory teaching.
In the same way the Letter of the Holy Office 1949 affirms traditional extra ecclesiam nulla salus(EENS).
We are bound by divine and Catholic faith to believe all those things which are contained in the word of God, whether it be Scripture or Tradition, and are proposed by the Church to be believed as divinely revealed...
Now, among those things which the Church has always preached and will never cease to preach is contained also that infallible statement by which we are taught that there is no salvation outside the Church. -Letter of the Holy Office 1949
But at the same time it faults Fr. Leonard Feeney and the St. Benedict Center for interpreting EENS traditionally.
Cardinal Cushing and the cardinals in Rome in 1949 wrongly assumed that  EENS had exceptions in invisible and hypothetical cases.These cases were known to no one.
The Letter also states, while contradicting EENS, that not every one needs to be incorporated into the Catholic Church as a member. The Catechism of Pope Pius X says the opposite.
 Therefore, that one may obtain eternal salvation, it is not always required that he be incorporated into the Church actually as a member, but it is necessary that at least he be united to her by desire and longing.-Letter of the Holy Office 1949

Since invisible cases of the baptism of desire,baptism of blood and being saved in invincible ignorance are visible exceptions to traditional EENS, the Letter says that 'it is necessary to be united by desire and longing'.There is a substitute.As if we can know who has been saved or is going to saved ' by desire and longing' and will not need faith and the baptism of water to be in Heaven.

This same reasoning, this same mistake was repeated at Vatican Council II(LG 14, AG 7 etc).This cannot be the actiion of the Holy Spirit since the Holy Spirit cannot make an objective mistake. 

It is an objective mistake in Vatican Council II.

So when Cardinal Donald Wuerl, taught Catechism  it was always  with visible for him cases of the baptism of desire(BOD), baptism of blood(BOB) and being saved in invincible ignorance(I.I).He also repeated this error in the USCCB Notification on Fr. Peter C.Phan by not mentioning the necessity of membership in the Catholic Church for salvation and there being no exceptions.
The cardinal was a member of the USCCB, Doctrinal Committee which issued the Notification.
The Notification of the USCCB does not affirm the traditional exclusivist ecclesiology since physically invisible cases of BOD, BOB and I.I are assumed to be visible and known exceptions to the old interpetation of EENS.
So the Notification(Statement) limited itself.

This statement will address three areas of concern: i) Jesus Christ as the unique and universal Savior of all humankind; ii) the salvific significance of non-Christian religions; iii) the Church as the unique and universal instrument of salvation. Even though this book contains other areas of concern, we concluded that the above mentioned were the most serious and so have focused our attention upon them. 1
Cardinal Wuerl is the former chairman of numerous committees of the USCCB including the Committee on Doctrine.
A.We can undo his work and that of the Masons by remembering that Vatican Council II says all need faith and baptism for salvation and this is orthodox.It is in harmony with the Catechism of the Pope Pius X, the Magisterium of the 16th century and Fr. Leonard Feeney of Boston.
B. Also in  Vatican Council II LG 8, LG 16, UR 3, NA 2, GS 22 etc refer to hypothetical cases always for us human beings. So LG 8 etc are not exceptions to the old understanding on the Catholic Church, having the superiority and exclusiveness in salvation. LG 8 etc are not exceptions to AG 7.
Vatican Council II is orthodox on outside the Church there is no salvation, when interpreted rationally( invisible people are just invisible).
So when we read the Letter (1949) we have to be aware of the objective error .To assume invisible non Catholics are visible is an objective error.
To infer that these non existing non Catholics, are living and visible exceptions  to all needing to be incorporated into the Church as members, is also an objective error.Objectively, practically, literally there are no such cases.But this was the understanding and error of the bishops of the USCCB when the Notification was issued.

They rejected exclusive salvation in the Catholic Church; the need for all to be incorporated as members to avoid Hell ( for salvation).Instead they inferred that the baptism of desire, baptism of blood and being saved in invincible ignorance were objective exceptions.Only objective cases could be exceptions to EENS.
They restricted their statement on Fr.Phan to vague Christology and ignored the past ecclesiology of the Church.
This was approved by Pope Benedict and the Prefect of the Congregation for the Doctrine of the Faith(CDF).
For Pope Benedict, Vatican Council II is 'a development' and EENS today is no more like it was for the missionaries in the 16th century( Avvenire, March 2016).
This means for the USCCB Doctrinal Committee and for the CDF, hypothetical cases of  LG 8, LG 14, LG 16, UR 3, GS 22 etc mentioned in Vatican Council II, are objective exceptions to the centuries old interpretation of EENS.So EENS today is no more like it was for the Magisterium in the 16th century for all of them.So the Notification ignored the past ecclesiocentric ecclesiology of the Church.
The USCCB Doctrinal Committee made the following errors.
1. They assumed invisible and hypothetical cases of the baptism of desire, baptism of blood and being saved in invincible ignorance were physically visible exceptions in the present times, to the traditional interpretation of the dogma outside the Church there is no salvation.So the dogma extra ecclesiam nulla salus has exceptions.
2.They assumed that hypothetical cases mentioned in Vatican Council II (LG 16 etc) were non hypothetical and instead objective exceptions.For them they are practical exceptions to EENS as it was known to the Magisterium in the 16th century or Fr. Leonard Feeney of Boston. So the USCCB contradicts the traditional teaching of the Catholic Church which was de fide. Here are some references.

.. to be saved it is not enough to be any sort of member  of the Catholic Church; it is necessary to be a living member. (Catechism of Pope Pius X.24Q)

A. No, no one can be saved outside the Catholic, Apostolic Roman Church, just as no one could be saved from the flood outside the Ark of Noah, which was a figure of the Church.(Catechism of  Pope Pius X. 27 Q etc.) 2
