The first 100 popes who were saying everyone needs to believe in Jesus, His Death and Resurrection, for salvation, they were martyred. This was also the message of St. Paul. This became known as the kerygma.
But the popes since Pius XII have indicated that there were known and objective cases of non Catholics saved outside the Church and so there were practical exceptions to the kerygma( 1949 Letter of the Holy Office(LOHO)).
This emerged in the Fr. Leonard Feeney case and LOHO.
It was referred to in Vatican Council II and placed in the Denzinger. So a New Theology emerged.
From the traditional outside the Church there is no salvation, with the New Theology we now have, outside the Church there is known salvation.
Since there is 'known salvation' outside the Church ; non Catholics saved without the Sacraments; people who did not believe in Jesus and who are allegedly in Heaven , and the kerygma was made obsolete. This was a variation, with the New Theology. So the New Theology(CCC 846) states all who are saved, are saved through Jesus and the Church. In other words, there are known cases of the baptism of desire, baptism of blood and invincible ignorance and these are exceptions to the traditional Catholic kerygma.
Now when Pope Francis refers to the kerygma he is referring to salvation as not always necessarily, believing in Jesus or being a member of the Catholic Church.
So the Nicene Creed's, 'I believe in one baptism for the forgiveness of sins' is also changed. There is a variation. It is ' I believe in three or more known baptisms for the forgiveness of sins and they are the baptisms of desre, blood and invincible ignorance and they are exclude the baptism of water(LOHO)for salvation '.
These exceptions are the BOD, BOB and I.I without the baptism of water, I repeat(LOHO 1949). They are personally known and visible in personal cases, in the present times(LOHO,1949).
This is irrational. It is contrary to common sense. It is innovative and first class heresy and it cannot be magisterial. It violates the Principle of Non Contradiction. How can someone saved outside the Church who is in Heaven and known only to God also be physically visible on earth to be exceptions to extra ecclesiam nulla salus?
So when we recite the Nicene Creed in Church, there is a new Profession of Faith, another version of the kerygma. It is Christocentric, in a sense, but not ecclesiocentric. It's an ecumenical kerygma.
We can piece-together the old kerygma from pre-1930 times and undo the new variations which Cardinal Ratzinger maintained as the Prefect of the CDF.-Lionel Andrades

Joseph Ratzinger were not enough.They had to produce material which would be accepted by the conservatives and traditionalists

When Pope Benedict or Pope Francis quote Vatican Council II the traditionalists respond by saying that the Council is not traditional. That's all. They say that the Council contradicts EENS. That's all. The liberals respond, "Yes it is true."
That is the end of the dialogue.

It is the end of any dialogue since conservative Catholics do not know that the Council contradicts Tradition because a subtle false premise was used.

The Roman Rota and members of Canonists and theological associations in Italy interpret Vatican Council II by confusing invisible cases of LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc as referring to visible non Catholics saved outside the Church. Even judges of the secular courts in Italy, have had a religious formation at pontifical universities.
Fr.Hadi Daou, the Chaplin and Vice Rector of the Pontifical Maronite College, Rome said on Saturday that he did not know of any one saved in invincible ignorance. He did not know of any one saved outside the Church. If there were any such cases they would only be known to God. I agree with him. This is common sense.So LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc in Vatican Council II can only refer to hypothetical cases. They are not objectively seen non Catholics. The New Theology in Vatican Council II is based upon the false reasoning in the Letter of the Holy Office 1949. The baptism of desire(BOD) and invincible ignorance (I.I) were exceptions to Feeneyite extra ecclesiam nulla salus(EENS).They (BOD and I.I and LG 8 etc) are not people whom we can meet and see. So they are not exceptions to the present exclusivist ecclesiology, an ecumenism of return and 16th century EENS.Invisible people cannot be exceptions. An exception must exist. The person must be there. We cannot say that any particular person whom we know, will be saved without 'faith and baptism'(AG 7). A 'possibility' is not an exception in real life. So we can affirm Vatican Council II but not as being a rupture with the Syllabus of Errors and the Athanasius Creed. This is a mistake being made by the Secretaries of the Congregation for the Doctrine of the Faith(CDF), Archbishops Giacomo Morandi and Augustine di Noia.There is not theological basis for the New Theology, New Ecumenism, New Canon Law etc, in Vatican Council II..There is no foundation for them when the Council is interpreted rationally, without confusing what is invisible as being visible.
So when I say outside the Church there is no salvation I am affirming Vatican Council II, Ad Gentes 7, which says all need faith and baptism for salvation ( to avoid Hell). The Conciliar Church, in the text of Vatican Council II, supports exclusive salvation. Membership in the Church with faith and baptism are necessary for salvation.It is not Jesus, without the Catholic Church. It is not a vague Christology without an ecclesiocentric ecclesiology. Jesus must not be separated from the Church says Pope John Paul II's encyclical Dominus Iesus.
The Roman Rota and members of Canonists and theological associations in Italy interpret Vatican Council II by confusing invisible cases of LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc as referring to visible non Catholics saved outside the Church. Even judges of the secular courts in Italy, have had religious formation at pontifical universities.
At the Catholic educational institutions, hypothetical cases were confused as being non hypothetical. So Vatican Council II and the Catechism of the Catholic Church are still wrongly interpreted as a split with the past teachings of the Church on exclusive salvation.
So when I say that all non Catholics, including Pentecostals and Evangelicals, are oriented to Hell outside the Catholic Church, this is not just a personal view. I am supported by Vatican Council II and the Catechism of the Catholic Church, interpreted rationally. I am affirming what has been the teaching of the Magisterium for centuries.-Lionel Andrades
