There are so many passages in Vatican Council II which are there because of the error in the Letter of the Holy Office 1949. They were approved by the Council Fathers since the excommunication of Fr. Leonard Feeney  was not lifted by the popes during Vatican Council II. The 1949 Letter issued by Cardinal Francesco Marchetti Selvaggiani during the pontificate of Pope Pius XII mixed up the distinction between what is explicit and implicit. visible and invisible.

The passages in red in the Letter refer to invisible cases. Yet it is assumed that they are visible and known to us human beings. It is assumed these cases are exceptions to all needing to enter the Church.How can invisible cases be exceptions to the Feeneyite version of the dogma extra ecclesiam nulla salus ? This was a factual mistake. The same mistake can be read in Ad Gentes 7 and Lumen Gentium 14.


LETTER OF THE HOLY OFFICE 1949

We are bound by divine and Catholic faith to believe all those things which are contained in the word of God, whether it be Scripture or Tradition, and are proposed by the Church to be believed as divinely revealed, not only through solemn judgment but also through the ordinary and universal teaching office (, n. 1792).
Now, among those things which the Church has always preached and will never cease to preach is contained also that infallible statement by which we are taught that there is no salvation outside the Church.
However, this dogma must be understood in that sense in which the Church herself understands it. For, it was not to private judgments that Our Savior gave for explanation those things that are contained in the deposit of faith, but to the teaching authority of the Church.
Now, in the first place, the Church teaches that in this matter there is question of a most strict command of Jesus Christ. For He explicitly enjoined on His apostles to teach all nations to observe all things whatsoever He Himself had commanded (Matt. 28: 19-20).
Now, among the commandments of Christ, that one holds not the least place by which we are commanded to be incorporated by baptism into the Mystical Body of Christ, which is the Church, and to remain united to Christ and to His Vicar, through whom He Himself in a visible manner governs the Church on earth.
Therefore, no one will be saved who, knowing the Church to have been divinely established by Christ, nevertheless refuses to submit to the Church or withholds obedience from the Roman Pontiff, the Vicar of Christ on earth.
Not only did the Savior command that all nations should enter the Church, but He also decreed the Church to be a means of salvation without which no one can enter the kingdom of eternal glory.
In His infinite mercy God has willed that the effects, necessary for one to be saved, of those helps to salvation which are directed toward man's final end, not by intrinsic necessity, but only by divine institution, can also be obtained in certain circumstances when those helps are used only in desire and longing. This we see clearly stated in the Sacred Council of Trent, both in reference to the sacrament of regeneration and in reference to the sacrament of penance (, nn. 797, 807).
The same in its own degree must be asserted of the Church, in as far as she is the general help to salvation. Therefore, that one may obtain eternal salvation, it is not always required that he be incorporated into the Church actually as a member, but it is necessary that at least he be united to her by desire and longing.
However, this desire need not always be explicit, as it is in catechumens; but when a person is involved in invincible ignorance God accepts also an implicit desire, so called because it is included in that good disposition of soul whereby a person wishes his will to be conformed to the will of God.
These things are clearly taught in that dogmatic letter which was issued by the Sovereign Pontiff, Pope Pius XII, on June 29, 1943, (AAS, Vol. 35, an. 1943, p. 193 ff.). For in this letter the Sovereign Pontiff clearly distinguishes between those who are actually incorporated into the Church as members, and those who are united to the Church only by desire.
Discussing the members of which the Mystical Body is-composed here on earth, the same august Pontiff says: "Actually only those are to be included as members of the Church who have been baptized and profess the true faith, and who have not been so unfortunate as to separate themselves from the unity of the Body, or been excluded by legitimate authority for grave faults committed."
Toward the end of this same encyclical letter, when most affectionately inviting to unity those who do not belong to the body of the Catholic Church, he mentions those who "are related to the Mystical Body of the Redeemer by a certain unconscious yearning and desire," and these he by no means excludes from eternal salvation, but on the other hand states that they are in a condition "in which they cannot be sure of their salvation" since "they still remain deprived of those many heavenly gifts and helps which can only be enjoyed in the Catholic Church" (AAS, 1. c., p. 243). With these wise words he reproves both those who exclude from eternal salvation all united to the Church only by implicit desire, and those who falsely assert that men can be saved equally well in every religion (cf. Pope Pius IX, Allocution, , in , n. 1641 ff.; also Pope Pius IX in the encyclical letter, , in , n. 1677).
But it must not be thought that any kind of desire of entering the Church suffices that one may be saved. It is necessary that the desire by which one is related to the Church be animated by perfect charity. Nor can an implicit desire produce its effect, unless a person has supernatural faith: "For he who comes to God must believe that God exists and is a rewarder of those who seek Him" (Heb. 11:6). The Council of Trent declares (Session VI, chap. 8): "Faith is the beginning of man's salvation, the foundation and root of all justification, without which it is impossible to please God and attain to the fellowship of His children" (Denzinger, n. 801).
From what has been said it is evident that those things which are proposed in the periodical , fascicle 3, as the genuine teaching of the Catholic Church are far from being such and are very harmful both to those within the Church and those without.
From these declarations which pertain to doctrine, certain conclusions follow which regard discipline and conduct, and which cannot be unknown to those who vigorously defend the necessity by which all are bound' of belonging to the true Church and of submitting to the authority of the Roman Pontiff and of the Bishops "whom the Holy Ghost has placed . . . to rule the Church" (Acts 20:28).
Hence, one cannot understand how the St. Benedict Center can consistently claim to be a Catholic school and wish to be accounted such, and yet not conform to the prescriptions of canons 1381 and 1382 of the Code of Canon Law, and continue to exist as a source of discord and rebellion against ecclesiastical authority and as a source of the disturbance of many consciences.
Furthermore, it is beyond understanding how a member of a religious Institute, namely Father Feeney, presents himself as a "Defender of the Faith," and at the same time does not hesitate to attack the catechetical instruction proposed by lawful authorities, and has not even feared to incur grave sanctions threatened by the sacred canons because of his serious violations of his duties as a religious, a priest, and an ordinary member of the Church.
Finally, it is in no wise to be tolerated that certain Catholics shall claim for themselves the right to publish a periodical, for the purpose of spreading theological doctrines, without the permission of competent Church authority, called the "" which is prescribed by the sacred canons.
Therefore, let them who in grave peril are ranged against the Church seriously bear in mind that after "Rome has spoken" they cannot be excused even by reasons of good faith. Certainly, their bond and duty of obedience toward the Church is much graver than that of those who as yet are related to the Church "only by an unconscious desire." Let them realize that they are children of the Church, lovingly nourished by her with the milk of doctrine and the sacraments, and hence, having heard the clear voice of their Mother, they cannot be excused from culpable ignorance, and therefore to them apply without any restriction that principle: submission to the Catholic Church and to the Sovereign Pontiff is required as necessary for salvation.

The passages in red refer to invisible for us cases. They are theoretical and hypothetical. They would only be known to God. Yet they are placed after orthodox passages which say all need to enter the Church for salvation.Since, it was wrongly assumed that these persons, in the red passages , are personally known.The mistake has come from the Letter of the Holy Office 1949 cited above. The passages in red should not have been placed in Vatican Council II.Since there is no link with the previous orthodox passage or the dogma on salvation.


7. This missionary activity derives its reason from the will of God, "who wishes all men to be saved and to come to the knowledge of the truth. For there is one God, and one mediator between God and men, Himself a man, Jesus Christ, who gave Himself as a ransom for all" (1 Tim. 2:45), "neither is there salvation in any other" (Acts 4:12). Therefore, all must be converted to Him, made known by the Church's preaching, and all must be incorporated into Him by baptism and into the Church which is His body. For Christ Himself "by stressing in express language the necessity of faith and baptism (cf. Mark 16:16; John 3:5), at the same time confirmed the necessity of the Church, into which men enter by baptism, as by a door. Therefore those men cannot be saved, who though aware that God, through Jesus Christ founded the Church as something necessary, still do not wish to enter into it, or to persevere in it."(17) Therefore though God in ways known to Himself can lead those inculpably ignorant of the Gospel to find that faith without which it is impossible to please Him (Heb. 11:6), yet a necessity lies upon the Church (1 Cor. 9:16), and at the same time a sacred duty, to preach the Gospel. And hence missionary activity today as always retains its power and necessity.
By means of this activity, the Mystical Body of Christ unceasingly gathers and directs its forces toward its own growth (cf. Eph. 4:11-16). The members of the Church are impelled to carry on such missionary activity by reason of the love with which they love God and by which they desire to share with all men the spiritual goods of both its life and the life to come. -Ad  Gentes 7, Vatican Council II

14. This Sacred Council wishes to turn its attention firstly to the Catholic faithful. Basing itself upon Sacred Scripture and Tradition, it teaches that the Church, now sojourning on earth as an exile, is necessary for salvation. Christ, present to us in His Body, which is the Church, is the one Mediator and the unique way of salvation. In explicit terms He Himself affirmed the necessity of faith and baptism(124) and thereby affirmed also the necessity of the Church, for through baptism as through a door men enter the ChurchWhosoever, therefore, knowing that the Catholic Church was made necessary by Christ, would refuse to enter or to remain in it, could not be saved.
They are fully incorporated in the society of the Church who, possessing the Spirit of Christ accept her entire system and all the means of salvation given to her, and are united with her as part of her visible bodily structure and through her with Christ, who rules her through the Supreme Pontiff and the bishops. The bonds which bind men to the Church in a visible way are profession of faith, the sacraments, and ecclesiastical government and communion. He is not saved, however, who, though part of the body of the Church, does not persevere in charity. He remains indeed in the bosom of the Church, but, as it were, only in a "bodily" manner and not "in his heart."(12*) All the Church's children should remember that their exalted status is to be attributed not to their own merits but to the special grace of Christ. If they fail moreover to respond to that grace in thought, word and deed, not only shall they not be saved but they will be the more severely judged.(13*)
Catechumens who, moved by the Holy Spirit, seek with explicit intention to be incorporated into the Church are by that very intention joined with her. With love and solicitude Mother Church already embraces them as her own.

We have to interpret the passages in red as referring to invisible cases and so they are not relevant or exceptions to the dogma extra ecclesiam nulla salus. They are not relevant to the passages in blue.In this way Vatican Council II will not contradict it self or the dogma on exclusive salvation in the Catholic Church.

Finally, those who have not yet received the Gospel are related in various ways to the people of God.(18*) In the first place we must recall the people to whom the testament and the promises were given and from whom Christ was born according to the flesh.(125) On account of their fathers this people remains most dear to God, for God does not repent of the gifts He makes nor of the calls He issues.(126) But the plan of salvation also includes those who acknowledge the Creator. In the first place amongst these there are the Muslims, who, professing to hold the faith of Abraham, along with us adore the one and merciful God, who on the last day will judge mankind. Nor is God far distant from those who in shadows and images seek the unknown God, for it is He who gives to all men life and breath and all things,(127) and as Saviour wills that all men be saved.(128) Those also can attain to salvation who through no fault of their own do not know the Gospel of Christ or His Church, yet sincerely seek God and moved by grace strive by their deeds to do His will as it is known to them through the dictates of conscience.(19*) Nor does Divine Providence deny the helps necessary for salvation to those who, without blame on their part, have not yet arrived at an explicit knowledge of God and with His grace strive to live a good life. Whatever good or truth is found amongst them is looked upon by the Church as a preparation for the Gospel.(20*) She knows that it is given by Him who enlightens all men so that they may finally have life. But often men, deceived by the Evil One, have become vain in their reasonings and have exchanged the truth of God for a lie, serving the creature rather than the Creator.(129) Or some there are who, living and dying in this world without God, are exposed to final despair. Wherefore to promote the glory of God and procure the salvation of all of these, and mindful of the command of the Lord, "Preach the Gospel to every creature",(130) the Church fosters the missions with care and attention.- Lumen Gentium 16



8. Christ, the one Mediator, established and continually sustains here on earth His holy Church, the community of faith, hope and charity, as an entity with visible delineation (9*) through which He communicated truth and grace to all. But, the society structured with hierarchical organs and the Mystical Body of Christ, are not to be considered as two realities, nor are the visible assembly and the spiritual community, nor the earthly Church and the Church enriched with heavenly things; rather they form one complex reality which coalesces from a divine and a human element.(10*) For this reason, by no weak analogy, it is compared to the mystery of the incarnate Word. As the assumed nature inseparably united to Him, serves the divine Word as a living organ of salvation, so, in a similar way, does the visible social structure of the Church serve the Spirit of Christ, who vivifies it, in the building up of the body.(73) (11*)
This is the one Church of Christ which in the Creed is professed as one, holy, catholic and apostolic, (12*) which our Saviour, after His Resurrection, commissioned Peter to shepherd,(74) and him and the other apostles to extend and direct with authority,(75) which He erected for all ages as "the pillar and mainstay of the truth".(76) This Church constituted and organized in the world as a society, subsists in the Catholic Church, which is governed by the successor of Peter and by the Bishops in communion with him,(13*) although many elements of sanctification and of truth are found outside of its visible structure. These elements, as gifts belonging to the Church of Christ, are forces impelling toward catholic unity. -Lumen Gentium 8

From ancient times down to the present, there is found among various peoples a certain perception of that hidden power which hovers over the course of things and over the events of human history; at times some indeed have come to the recognition of a Supreme Being, or even of a Father. This perception and recognition penetrates their lives with a profound religious sense.
Religions, however, that are bound up with an advanced culture have struggled to answer the same questions by means of more refined concepts and a more developed language. Thus in Hinduism, men contemplate the divine mystery and express it through an inexhaustible abundance of myths and through searching philosophical inquiry. They seek freedom from the anguish of our human condition either through ascetical practices or profound meditation or a flight to God with love and trust. Again, Buddhism, in its various forms, realizes the radical insufficiency of this changeable world; it teaches a way by which men, in a devout and confident spirit, may be able either to acquire the state of perfect liberation, or attain, by their own efforts or through higher help, supreme illumination. Likewise, other religions found everywhere try to counter the restlessness of the human heart, each in its own manner, by proposing "ways," comprising teachings, rules of life, and sacred rites. The Catholic Church rejects nothing that is true and holy in these religions. She regards with sincere reverence those ways of conduct and of life, those precepts and teachings which, though differing in many aspects from the ones she holds and sets forth, nonetheless often reflect a ray of that Truth which enlightens all men. Indeed, she proclaims, and ever must proclaim Christ "the way, the truth, and the life" (John 14:6), in whom men may find the fullness of religious life, in whom God has reconciled all things to Himself.(4)
The Church, therefore, exhorts her sons, that through dialogue and collaboration with the followers of other religions, carried out with prudence and love and in witness to the Christian faith and life, they recognize, preserve and promote the good things, spiritual and moral, as well as the socio-cultural values found among these men.-Nostra Aetate 2,Vatican Council II.

What’s more, the Qur’an’s teaching on the “captives of the right hand,” i.e., infidel sex slaves (4:3, 4:24, 23:1-6, 33:50), only helps encourage this kind of behavior.
But to point out such things is “racist”: “The content [of the article] is completely base, it serves prejudice and the far-right fringe,” said the Green party’s Claudia Dalbert. And that’s that. Reality must not be discussed if it is politically incorrect.

“An immigrant invasion is spilling over in Germany,” said an article in a recent teachers union magazine, which went on to recommend girls stay away from “often attractive Muslim men.”
The statement from the “Journal of the Philologists’ Association of Saxony-Anhalt” that young women should be dissuaded from relationships with Muslims drew ire from state politicians on Saturday.
According to a report by German daily “Mitteldeutsche Zeitung,” the original article by the teachers group, signed by leaders Jürgen Mannke and Iris Seltmann-Kuke, told instructors to warn their students of the risk of being molested by refugees and to resist the temptation to engage in “a superficial sexual adventure with the often attractive Muslim men.”
The newspaper also reported that the article alleges that these “young, strong, mostly Muslim … often uneducated men” are entering the country “under dubious pretenses.” Mannke and Seltmann-Kuke then go on to describe how innocent conversations in public transportation and in supermarkets can lead to sexual assault.
As a record number of people seeking asylum come to Germany, many escaping violence in their homelands, Saxony-Anhalt’s education minister, Stephan Dorgerloh, took exception to the union’s implication that the safety of female students was threatened by the refugee crisis. Speaking to the “Mitteldeutsche Zeitung,” Dorgerloh accused the group of “amplifying rumors, spreading half-truths and exploiting its value as a union.”

Javed David doesn’t seem to understand the situation. Muslims have threatened David and warned him to stop building new churches. So why is he going ahead? Why is he needlessly and recklessly poking them in the eye? They told him they didn’t like this activity — doesn’t he realize how much he is harming Muslim-Christian dialogue by provoking Muslims in this way?
The U.S. Conference of Catholic Bishops, which understands very well that the dialogue must be preserved at all costs and all activities that offend Muslims must be ended immediately, should send an emissary or two over to Lahore to explain present-day realities to David and to the Rev. Sohail Farman. Perhaps an Eastern Catholic bishop, one with an Arabic background and a sterling record of silencing and ostracizing those who speak out against Muslim persecution of Christians, could take one of his trusted priests, one who knows that those who oppose jihad and Islamic supremacism are an ongoing danger to the church, and they could go over to Lahore together and explain to David and Farman that Islam is at its core a Religion of Peace, as long as Christians don’t cross any red lines and do anything to goad the poor dears into doing something violent — violence for which the Christians would be entirely responsible, of course.

Lahore (AsiaNews) – After receiving death threats earlier this year, the “Hope for Light” Christian Association has begun building a new church in the rural village of Sehari, Kasur district (35 km south-east of Lahore).
The village is home to 36 Christian families, who currently meet in a mud building Church that is too small to accommodate everyone. In view of the situation, Mass has to be celebrated outside.
After visiting the village, Rev Sohail Farman, who heads ‘Hope for light, said that the association would fund the construction of a new place of worship.
“Sehari is a small village of 200 houses,” said Sohail Farman. At least 36 belong to Christians who earn a living from farming.” In October, ‘Hope for Light’ began to build a church for them.
“We hope that people will benefit from this new place of worship and seek God through new blessings. We are doing our best to ensure that we can celebrate Christmas in the new church. The Muslim community is supporting this project all the way. ”
“We are committed to our mission and we will continue to help poor communities build churches,” said Javed David, leader of the construction team. “They have a right to have a place of worship. This is our fourth church.”
David himself told AsiaNews how earlier this, he received threats from Muslims, who warned him to stop building new churches. “This is a Muslim country and we cannot allow you to continue,” he was told. At that time, “Hope for Light” was active in Shekhupura District.
“We hope that things will improve with time,” said Malvin Mall, a team member. “We just shifted our focus from Shekhupura to Sehari, but for sure we shall continue our work in Shekhupura.”
“The change of focus is temporary,” added Ataurehman Saman, another member. “So far we have built three churches in Shekhupura and Jaranwala districts, Punjab.”…

Italy: Jewish man stabbed nine times by masked female Muslim

This savage behavior is being directly incited in the “Palestinian” territories by Muslim clerics such as Sheikh Muhammad Sallah “Abu Rajab” and Abu Hamza ‘Ashur. Now it is spreading worldwide; we saw it recently in Paris, and now in Milan.

Natan Graf, a haredi Jew in his 40s, was stabbed on Thursday evening near in Milan, Italy, sustaining minor to moderate wounds.
According to local reports, Graf, who also holds Israeli citizenship, was stabbed by a female Muslim near a kosher restaurant in the city.
The reports said the masked assailant arrived at the scene, pulled out a knife and stabbed the Jew nine times.
The victim was treated by local medical personnel and taken to hospital. The suspect fled the scene but some reports said she was subsequently apprehended and taken in for questioning.
The incident comes amid an increase in anti-Semitic attacks in Europe. A senior European Union official recently warned of rising anti-Semitism in Europe as attacks and threats against Jews continue in EU member countries.
As well, the European Jewish Congress recently released a damning report revealing a spike in anti-Semitism throughout Europe…

Suicide bombers and gunmen struck the capital of France in one of the worst attacks in the West since 9/11.
At the start of a nightmarish, bloody, apocalyptic evening in Paris, Carmela Uranga heard sounds near her apartment that she thought at first were merely fireworks.
Uranga, 47, a British-born mother of two young children, was eating an early dinner with her girls Friday when they heard “scary noises” and Uranga rushed to her window, making her girls stand back.
Uranga lives by the Le Petit Cambodge restaurant and the Le Carillon bar in the 10th arrondissement where the first of several terrorist attacks occurred Friday night. She was shocked and horrified by what she saw just under her window.
“People were running all over the place and then I saw bodies lying on the street,” Uranga told The Daily Beast from Paris via telephone. “It was so surreal. I still can’t believe I saw what I saw. I live in this wonderful, vital place which is like a small village in the midst of Paris. And I saw bodies!”

St. Victor is in the Roman Martyrology, approved as part of the liturgy by Pope Gregory XIII in 1582. St. Victor is in this book pertaining to the liturgy and it declares that he died AS A CATECHUMEN (i.e. unbaptized) because he was "baptized in his own blood." Had he died after water baptism he would not be considered a catechumen and would have not have died as one.
