There is salvation outside the Church for the Lake Garda Statement signatories. It is the same for the contemporary magisterium and the Church at large. So for example, why should the LCWR Sisters seek first the Kingdom of God and his justice within the Catholic Church ? They could also seek it in Buddhism or Hinduism. The theology is approved by the traditionalists

The Lake Garda Statement-Dr.John Rao
But the truth is that the Catholic Church, which is the Mystical Body of Christ, is the renewal of humanity, a renewal made possible only by the translation of fallen men into the state of sanctifying grace and the consequent elevation of human society to heights it could never attain by any purely human effort. Thus it is the world that is obliged to contribute to the work of the Church. Yet we witness with amazement a historically sudden inversion of the proper order of things in the Church’s approach to her mission in human society.
Whither the Social Kingship of Christ?
With all of these considerations in view, we must ask: What has happened to the Church’s certitude concerning her exclusive and divinely ordained role in the right ordering of human affairs and the fostering of true brotherhood among men? Have the Church’s leaders forgotten that her founder is God Incarnate? Have they somehow misplaced the divine commission to “make disciples of all nations”? Do they still believe the defined dogma that the Church is the sole ark of salvation? Are they still mindful of Our Lord’s warning: “without me you can do nothing”?  Do they no longer have confidence in His promise: “But seek ye first the Kingdom of God, and His justice, and all these things will be added unto you”?
But the truth is that the Catholic Church, which is the Mystical Body of Christ, is the renewal of humanity,
Lionel:
How can there be a renewal from the Catholic Church since Vatican Council II and the Letter of the Holy Office 1949 interpreted with Cushingism, indicates there is salvation outside the Church. So all do not need to be members of the Catholic Church for salvation. There is salvation in other religions and these cases are known to be exceptions to the dogma extra ecclesiam nulla salus( Feeneyite). This is also the theology of Dr.John Rao and the signatories of the Lake Statement. So why is the Church still needed?
For me there are no known exceptions to the dogma extra ecclesiam nulla salus( EENS), I cannot meet or see any one saved outside the Church.Humanly speaking there could not be any one in the past too, who could see someone saved without the baptism of water in the Catholic Church. So I accept the first part of the Letter of the Holy Office 1949 which supports EENS ( Feeneyite) and reject the second part which supports EENS ( Cushingite-with exceptions). The second part contradicts the first part.
I also interpret Vatican Council II with Feneeyism. There are no known exceptions in Vatican Council II to the dogma EENS( Feeneyite). So for me LG 16, LG 8, UR 3, NA 2 etc refer to hypothetical cases. They are not a reference to known people in the present times, saved without the baptism of water.
So this is the difference between  Dr. John Rao and me.For him there are exceptions to the old ecclesiology and he supports the new liberal ecclesiology which he indirectly criticises in this Statement.

Lionel:
But the present Church is Cushingite and it is a break with the old ecclesiology which would support 'triumphalism'.The traditionalists  support the new liberal ecclesiology based on Cushingism i.e hypothethical cases must be interpreted as being personally known in the present times, for them to be explicit exceptions to EENS( Feeneyite), the Syllabus of Errors etc.

Lionel:
The Church's approach to mission like that of the signatories of the Lake Garda Statement has changed. They are all now Christocentric without the old exclusivism. The signatories of this Statement are part of the problem.

Whither the Social Kingship of Christ?

With all of these considerations in view, we must ask: What has happened to the Church’s certitude concerning her exclusive and divinely ordained role in the right ordering of human affairs and the fostering of true brotherhood among men?
Lionel:
 It has changed with Cushingism.

Have the Church’s leaders forgotten that her founder is God Incarnate?
Lionel:
With Cushingism Jesus' Church is not absolutely necessary for salvation.Since there are alleged cases of salvation outside the Church which have their source in God Incarnate.
We do not know who they are and we cannot know who they are but it is speculated that these unknown cases are exceptions to the Church's traditional theology.

Have they somehow misplaced the divine commission to “make disciples of all nations”?
Lionel: Why? According to the SSPX website for example, there is known salvation outside the Church. So Feeneyism is condemned. They support the second part of the Letter of the Holy Office 1949.They also interpret Vatican Council II ( LG 16 etc) as referring to known exceptions to traditional EENS( Feeneyite). So since there is known salvation outside the Church why "make disciples of all nations".Cardinal Ratzinger's New Theology and the Catechism of the Catholic Church suggests non Catholics will be saved through Jesus and the Church ( CCC 846).

Do they still believe the defined dogma that the Church is the sole ark of salvation?
Lionel:
The signatories of the Lake Garda Statement, defacto, in reality, do not accept  the defined dogma which tells us that the Church is the sole ark of salvation.
They may say that they do accept it . However their theology is Cushingite and this is a negation of EENS ( Feeneyite).
Also their interpretation of Vatican Council II,the Catechism of the Catholic Church( 1995), Mystici Corporis ,Quanta Cura and other magisterial documents is with Cushingism, even though a choice is available.

Are they still mindful of Our Lord’s warning: “without me you can do nothing”?
Lionel:
According to the Cushingite theology even without membership in the Catholic Church and without knowledge of Jesus a non Catholic can be saved in another religion. This is the basis for the New Theology of Rahner and Ratzinger. It is from here that Rahner gave us his Anonymous Christian theory which Cardinal Ratzinger enforced in the Catholic Church.
Now Ecclesia Dei wants the SSPX to accept Vatican Council II ( Cushingism) which will rubber stamp the New Theology and Rahner's Anonymous Christian :it is the foundation for the new liberal ecumenism.

This passes of for Catholic philosophical reasoning. It is the philosophical basis of a new Catholic theology. It is accepted by all the signatories of the Lake Garda Statement. There would have been no 'Conciliar changes' without this error http://eucharistandmission.blogspot.it/2016/08/this-passes-of-for-catholic.html
