Bishop Dominic Rey must only allow faculty at the seminary, who interpret Vatican Council II with the Rational Premise and not the common False Premise, which is unethical.The issue is still Vatican Council II (Rational) in the diocese of Frejuf Toulon, France.
The bishops and the priests in France today, who offer Holy Mass, in Latin or French, are telling Rome that they accept Vatican Council II, irrational. They accept the Council interpreted with a False Premise.
They do not say that they accept Vatican Council II, rational, created with the Rational Premise and which is in harmony with the Athanasius Creed, the Syllabus of Errors and the dogma EENS.
So the faculty at the seminary and the future priests cannot ask
Pope Francis and the Vatican to affirm the Council, interpreted with the
Rational Premise and that this would be the honest and Catholic thing to do.
The members of the Vatican’s Congregation for Divine Worship are all interpreting the Creeds with a False Premise and this creates mortal sins of faith. It is a denial of the Catholic faith. There is no unity on doctrine. It is the Vatican Congregation which is supporting heresy and schism, which comes automatically with the False Premise.
So the priests in the diocese of Frejuf Touon, would be in mortal sins of faith if they interpreted Vatican Council II, the Creeds and EENS with the False Premise, and offered Holy Mass. This is a scandal which is supported by the Vatican congregations for political reasons.
Pope Francis, Cardinal Blaise Cupich and Cardinal Arthur Roche offer Holy Mass in public mortal sin when they interpret Vatican Council II with the False Premise, instead of the rational option.They expect all Catholics to do the same.
So it is Bishop Rey who must affirm the
Council interpreted with the Rational Premise
and ask all in the diocese to do likewise.
He can then also ask that all future priests; all future ordinations, only affirm the Council
interpreted with the Rational Premise, and so
support the past exclusivist ecclesiology and

He served as curé of Ste. Trinité church in Paris from 1995 to 2000.[1]
On 16 May 2000, Pope John Paul II appointed him Bishop of Fréjus-Toulon.[1] He received his episcopal consecration on 17 September 2000.

On 6 February 2014, Pope Francis named him a consultor to the Pontifical Council for the Laity.[8]
In August 2015, breaking with the policy of the Conference of French Bishops, he invited Marion Maréchal-Le Pen a prominent National Front member of the French parliament, to participate on a panel of politicians in his diocese.[2][9] Rey defended the invitation: "The FN is a party like any other on the political chessboard. You have to be realistic, don't cover your eyes and ears!"[10]

So when Vatican Council II is interpreted with the False Premise there is a break with Tradition. It means that the traditionalists are opposed to Tradition for political reasons
Bishop Dominique Rey has postponed all planned diaconal and priestly ordinations planned for June and in his defense he should say that he affirms Vatican Council II and other Magisterial Documents with the Rational Premise. So there is no break with the past Magisterium and neither is he rejecting Vatican Council II.
He could then ask Pope Francis and the new members of the Congregation for Divine Worship to do the same.
He could refuse to accept Vatican Council II only be interpreted with the False Premise, by the popes and cardinals. This is irrational and unethical. He could demand that Vatican Council II only be interpreted with the Rational Premise. Their is a moral obligation that Pope Francis only choose the Rational Premise.
Presently the traditionalists are critical of Vatican Council II but tell Pope Francis that they accept Vatican Council II.
They do not make the Irrational and Rational distinction.So they allow Pope Francis to believe that they accept Vatican Council II, irrational, which is a rupture with the past Magisterium.It is a break with Tradition. So today from the pope to the parish the Catholic Faith is being
rejected with Vatican Council II, irrational.
Even at the Latin Mass, Chris Ferrara, Roberto dei Mattei,
Michael Matt, John Henry Weston, Maike Hickson and Peter Kwasniewski are
affirming Vatican Council II, irrational, not the rational version, which is not a
break with Tradition.
Some may say that they do not accept Vatican Council II,
irrational, but, at the same time, they are not affirming Vatican Council II,
rational in public.
The SSPX would say that they reject the
Council and also say that they accept 99% of
the Council. But the bottom line is that they
are interpreting the Council with the False
Premise and not the Rational Premise. It is
