Without this announcement from Pope Francis Catholics are interpreting Vatican Council II superficially and irrationally.
When Vatican Council II, the Catechisms and Creeds are interpreted with Feeneyism ( invisible people are invisible in the present times), Pope Francis cannot make his rigid and non rigid distinction. It is only with Cushingism that he can create heresy and schism and then expect Catholics to follow, this Vatican Council II(Cushingite), which creates a rupture with the popes and saints over the centuries on EENS, Nicene Creed, Athanasius Creed etc.1
The baptism of desire,baptism of blood and invincible ignorance are exceptions to Feeneyite extra ecclesiam nulla salus(EENS) for Pope Francis.He is not a Feeneyite on EENS.Since they are exceptions to EENS, he implies that these are people who exist.Invisible people cannot be exceptions.For him there are known people, non Catholics, saved outside the Church.Unknown people who do not exist in 2020 cannot be examples of salvation outside the Catholic Church.
So since BOD, BOB and I.I refer to known people saved outside the Church, there are exceptions to the Nicene Creed, when we pray, 'I believe in one baptism for the forgiveness of sins'.For Pope Francis, there is not one baptism for the forgiveness of sine but there are three. There are three known baptisms, the baptisms of desire, blood and invincible ignorance.So he believes in more than one baptism for the forgiveness of sins.Also they exclude the baptism of water in the Catholic Church.If they did not exclude the baptism of water they could not be exceptions to EENS.
This is a new understanding of the Nicene Creed and it is a rupture with that over the centuries. For the popes of the past this would be first class heresy.
With known exceptions to EENS, he also rejects the Athanasius Creed which states outside the Church there is no salvation.It is based upon John 3:5 and Mark 16:16 which Pope Francis is rejecting.So BOD, BOB and I.I, for him, are exceptions to the Athanasius Creed.His New Theology is outside the Church there is salvation, known salvation.
People generally considered invisible and saved with BOD, BOB and I.I are visible for the pope for them to be exceptions to EENS, the Nicene Creed, the Athanasius Creed etc.People saved in Heaven are also visible on earth for him. 
They are in two places at the the same time, for them to be exceptions to EENS. This of course violates the Principle of Non Contradiction of Aristotle.Even a pope can make an objective and factual mistake.
Vatican Council II says all need faith and baptism for salvation but the Council has exceptions for Pope Francis.All do not need faith and baptism for him. Lumen Gentium 14 and Lumen Gentium 16 contradict the dogma EENS for him. So he negates EENS defined by three Church Councils in the Extraordinary Magisterium.
Bad enough EENS is rejected but it is also rejected with a false premise. The pope is testing every one's intelligence.Invisible cases of BOD, BOB and I.I are visible in the present times for them to be exceptions to EENS.Alleged cases of people whom we cannot see and meet are made examples of salvation outside the Catholic Church.Common sense tells us that there are no physical bodies of people saved outside the Church in Newton's time and space. There is no literal evidence.
For me there are no practical exceptions to EENS mentioned in Vatican Council II. There are no literal cases of non Catholics saved outside the Church for us human beings. So LG 14 and LG 16 refer to only hypothetical cases.There is no basis for a new theology or new ecclesiology when Vatican Council II and BOD, BOB and I.I are interpreted rationally.
But for Pope Francis and also Pope Benedict, there is a new ecumenism. Since Unitatitis Redintigratio 3 ( imperfect communion with the Church etc) refer to known and visible Christians in other religions saved outside the Catholic Church since 1965.
So Pope Francis rejects the old ecumenism and the Syllabus of Errors of Pope Pius IX. The Catechism of Pope Pius X is made obsolete too.
What's left?
This is a kind of apostasy.
The Letter of the Holy Office 1949 to the Archbishop of Boston relative to Fr. Leonard Feeney, which wrongly assumed that BOD and I.I were practical exceptions to Feeneyite EENS, created a new theology in the Catholic Church, which Pope Francis accepts.
The old theology which says outside the Church there is no salvation and which was held by the popes over the centuries, he calls 'triumphalism'.
According to Vatican Council II interpreted rationally, his counterpart at Abu Dhabi was outside the Church without faith and baptism (Ad Gentes 7, Lumen Gentium 14) and was oriented to the fires of Hell, but there is no rational interpretation of Vatican Council II for Pope Francis.
This is first class heresy according to the hierarchy of truths. It is schism with the past popes on the Creeds, Catechisms and EENS.
Pope Francis has only to make a simple announcement and all this will end.
Pope Francis simply has to announce that there are no physically visible cases of the BOD,BOB and I.i and LG 8, UR 3, NA 2, GS 22 etc and everything will fall in place , all will be well.
Without this announcement Catholics are interpreting Vatican Council II superficially and irrationally.
The same mistake he makes was the error of the popes since Paul VI. All the cardinals, bishops and most of the priests today are interpreting Vatican Council II with the same error.The Jesuits are also writing new books on Vatican Council II with the false premise and no one is informing them about their mistake.All the books on Vatican Council published by the Oxford University Press have the same error.-Lionel Andrades
