Presently all Cardinal Luiz Ladaria's books, articles and thesis on Vatican Council II and Church Ecclesiology are written with a false premise, false inference and non traditional conclusion. He needs to resign as the Prefect of the Congregation for the Doctrine of the Faith. The International Theological Commission should be closed down.

How can speculative cases of being saved with elements of sanctification and truth in other religions be practical exceptions to Feeneyite EENS?
How can theoretical cases of someone saved outside the Church, where the true Church of Christ subsists (LG 8), be an objective and practical exception to the traditional strict interpretation of EENS?-Lionel Andrades
We can choose the hermeneutic of continuity with extra ecclesiam nulla salus(EENS), the Syllabus of Errors, Athanasius Creed and Catechism of Pope Pius X. It's simple.
We return to the truths of reality; reality at the natural and supernatural level.
This is how God wanted it.
God wants all to be united in the Catholic Church(CCC 845).

Archbishops Morandi and Di Noia , Secretaries of the Congregation for the Doctrine of the Faith, used the false premise in the interpretation of the Catechism of the Catholic Church (847-848). The Catechism of the Catholic Church(847-848-invincible ignorance) is speculative.It is always a reference to a speculative and theoretical case.
It is not a practical exception to the Athanasius Creed or 16th century extra ecclesiam nulla salus (EENS) of the Jesuit missionaries.

The Letter of the Holy Office 1949 to the Archbishop of Boston assumes unknown cases of the baptism of desire and invincible ignorance are known and objective exceptions to Feeneyite extra ecclesiam nulla salus(EENS).This is an objective mistake. The Letter of the Holy Office 1949(LOHO) is referenced in Vatican Council II.This was a mistake of Pope Paul VI and the Council Fathers (1965).
The LOHO is referenced in the Catechism of the Catholic Church.This was the mistake of Pope John Paul II and Cardinal Joseph Ratzinger.
The factual mistake in LOHO was overlooked by Pope Pius XII and Pope John XXIII.
It was also not noted by Cardinal Ottaviani and Archbishop Marcel Lefebvre.
Now there are two interpretations of Vatican Council II-Pope Francis' and mine.

Pope Paul VI clarified in 1966 that, "In view of the pastoral nature of the Council, it avoided proclaiming in an extraordinary manner any dogma carrying the mark of infallibility. 1
Lionel: Pope Paul VI interpreted Vatican Council II with a false premise instead of without it. He accepted the factual and objective error in the Letter of the Holy Office to the Archbishop of Boston (1949) which rejected the dogma extra ecclesiam nulla salus.
The same in its own degree must be asserted of the Church, in as far as she is the general help to salvation. Therefore, that one may obtain eternal salvation, it is not always required that he be incorporated into the Church actually as a member, but it is necessary that at least he be united to her by desire and longing.-Letter of the Holy Office 1949
'Therefore, that one may obtain eternal salvation, it is not always required that he be incorporated into the Church actually as a member'. Why ? Since there are objective exceptions of being saved with the baptism of desire?
...each and everything set forth definitively by the Magisterium of the Church regarding teaching on faith and morals must be firmly accepted and held; namely, those things required for the holy keeping and faithful exposition of the deposit of faith; therefore, anyone who rejects propositions which are to be held definitively sets himself against the teaching of the Catholic Church.
Lionel: So the Congregation for the Doctrine of the Faith (CDF) expects every one to accept that the baptism of desire(BOD) and being saved in invincible ignorance(I.I) are objective exceptions to the traditional interpretation of the dogma extra ecclesiam nulla salus(EENS).
Those who do not use the false premise un-like the popes and the CDF, will ' set himself against the teaching of the Catholic Church'.
Anyway the popes and the CDF have set themself against the popes over the centuries, who accepted hypothetical BOD and I.I but did not project them as objective exceptions to the Athanasius Creed, the Syllabus of Errors and Jesuit EENS.There was no rupture with Tradition.

So, Mr Weigel is not teaching heresy, only error. In its Doctrinal Commentary on the 1998 Apostolic Letter (Motu Proprio) Ad Tuendam Fidem the CDF tells us "Whoever denies these truths would be in a position of rejecting a truth of Catholic doctrine and would therefore no longer be in full communion with the Catholic Church."
Lionel: So those who do not misinterpret BOD and I.I and create exceptions for the Nicene Creed, Apostolic Creed and Athanasius Creed would not be in full communion with the Church.One has to be in heresy to be in full communion with the present Church ecclesiastics, according to Cardinal Ratzinger.

The Code of Canon Law (1983) goes on to say,
Canon 1371 – The following are to be punished with a just penalty:
1° a person who, apart from the case mentioned in canon 1364 § 1, teaches a doctrine condemned by the Roman Pontiff, or by an Ecumenical Council, or obstinately rejects the teachings mentioned in canon 750 § 2 or in canon 752 and, when warned by the Apostolic See or by the Ordinary, does not retract.
Lionel: Those who reject the Athanasius Creed stand condemned according to Canon Law.
This would include Pope Benedict, Cardinal Muller,Cardinal Ladaria, the Archbishop-Secretaries of the CDF...-Lionel Andrades
