Michael Voris in a carefully scripted transcript has not said that Barbara Bush and Billy Graham are in Hell according to Vatican Council II and that this is the official teaching of the Catholic Church.
He says it is important to be Catholic to be saved but does not say that all need faith and baptism for salvation(AG 7).
Therefore, all must be converted to Him, made known by the Church's preaching, and all must be incorporated into Him by baptism and into the Church which is His body. Barbara Bush and Billy Graham did not have Catholic 'faith' which includes the Sacraments and the faith and moral teachings of the Church.
Recently Cardinal Vince Nicols told the BBC that the Catholic Church does not say that any one person is in Hell.This is false and the liberals keep repeating this new found doctrine of theirs.The Church does say that there are particular persons in Hell. We can name them.
The dogma extra ecclesiam nulla salus tells us that all non Catholics whom we meet are oriented to Hell unless they are incorporated into the Catholic Church as members.
Vatican Council II(AG 7) confirms the same teaching.

Since Michael Voris is not sure of his theology in this Vortex he has restricted himself to philosophy.
So of course the Church says that it knows of any one person and even many people being oriented to Hell.
The norm is membership in the Church with faith and baptism. This is the ordinary way of salvation.So this is the norm by which we can judge that Barbara Bush and Billy Graham are in Hell since they did not convert into the Catholic Church. They did not live the Gospel as it was traditionally taught in the Church.They were outside the Church.
We know that many people are in Hell, since they have died as non Catholics or they have died in manifest mortal sin.
They are also in Hell since we humans cannot name any exception.
Cardinal Vince Nicols for example does not know of any exception.How can he judge? Only Jesus can know of an exception.
He cannot say that any one person is an exception to the norm. He cannot guess or judge that a particular person, though not a member of the Catholic Church is an exception.He cannot name any names. But Cardinal Vince Nicols and Michael Voris is confused. For them invisible cases of the baptism of desire, baptism of blood and being saved in invincible ignorance would be exceptions to outside the Church there is no salvation.
They would be confused with this passage in Ad Gentes 7
Therefore those men cannot be saved, who though aware that God, through Jesus Christ founded the Church as something necessary, still do not wish to enter into it, or to persevere in it."(17) Therefore though God in ways known to Himself can lead those inculpably ignorant of the Gospel to find that faith without which it is impossible to please Him (Heb. 11:6)-Ad Gentes 7
Being saved in invincible ignorance is not the norm. Also it can only be known to God. So it is always a hypothetical case for us, it refers to a physically invisible person in the present times.
