The Diocese of Manchester USA, still does not have the legal right to call itself Catholic when it assumes unknown cases of BOD, BOB and I.I in 2019, are known exceptions to all needing faith and baptism for salvation. It is the same for the Congregation for the Doctrine of the Faith(CDF), which is not magisterial on this issue.An objective, human error cannot be the teaching of the Holy Spirit.

It is a lie and deception for Bishop Peter Libasci to suggest that invisible cases of being saved in invincible ignorance are visible exceptions  to extra ecclesiam nulla salus(EENS) .It is also a public lie for Cardinal Luiz Ladaria sj, Prefect of the CDF today, and the two Archbishop-Secretaries of the CDF, Morandi and De Noia.
It is also unethical and un-professional for the lay Chancellor and Curia members, to suggest that hypothetical cases (BOD, BOB and I.I) are practical exceptions  in 2019 to  EENS according to the Magisterium and missionaries in the 16th century.
In a court of law this could be considered deception and subterfuge.

 
Forcing the members of the religious community St. Benedict Center,in New Hampshire,  to violate their conscience would be coercion and a misuse of power.
Catholics in general in the USA could accuse Bishop Peter Libasci and the United States Conference of Catholic Bishops(USCCB)  of intimidation, with false pretensions and incorrect information.
There are no objective exceptions to EENS mentioned in the text of Vatican Council II.
Legally the CDF cannot claim that invisible non Catholics, saved with allegedly  visible BOD, BOB and I.I are visible exceptions  to EENS. This is subterfuge. The CDF cannot claim that hypothetical cases referred to in LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc are non hypothetical and practical examples of salvation outside the Church in 2019.
The CDF and Bishop Peter Libasci need to be challenged legally  when they use this irrationality.
This is unethical and non-professional for the bishop and chancellor, in the secular sense, aside from the issue of the St. Benedict Center.
The Bishop and Chancellor interpret Vatican Council II with a false premise and inference as do the sedevacantist Congregatio Reginae Mariae Immaculatae(CMRI) in the diocese. The bishop has advised Catholics not to visit the CMRI community.-Lionel Andrades

  BOD( the unknown case of a catechumen saved outside the Church without the baptism of water and instead with a desire for the baptism of water which he or she allegedly did not receive and which was known to someone), BOB( the hypothetical and not personally case of someone saved without the baptism of water and who is in Heaven and which was personally known to someone on earth)  and I.I ( the unknown case of a person who was saved in invincible ignorance of the Gospel through no fault of his own and who is in Heaven and was allegedly seen there by someone on earth).
