The reports on Vatican Council II written by liberals and which appear in the National Catholic Reporter, Commonweal, Crux etc assume LG 16 etc are exceptions to the norm.They are exceptions to Feeneyite EENS and the past ecclesiology and and an ecumenism of return.This is a mistake.

The norm for salvation is faith and baptism (LG 14, AG 7).The norm is not  LG 16 ( invincible ignorance) etc.There are no known exceptiions to the norm. The ordinary way of salvation is faith and baptism.There is no extraordinary way of salvation for us humans.So all need to enter the Church with faith and baptism to avoid Hell and not only those who    know or do not know(LG 14). They all need faith and baptism to avoid the fires of Hell. This is Vatican Council II and not a personal opinion.
So all non Catholics are oriented to Hell according to Vatican Council II and those in invincible ignorance  through no fault of their own are not exceptions to the norm. They are unknown people. They do not exist in our reality. Speculative possibilities are not real, concrete people in 2019.
So the natives in the Americas before Columbus went there, were all oriented to Hell until the coming of the missionaries.Those who converted could be saved.
Similarly the natives in ignorance in South Asia ( India/Pakistan) before St. Thomas the Apostle went there, were all oriented to Hell without faith and baptism.All. Jesus came as a Saviour to save them all from going to Hell.
The dogma extra ecclesiam nulla salus(EENS) expresses the norm for salvation (John 3:5, Mark 16:16) and the baptism of desire, baptism of blood and invincible ignorance cannot be exceptions to EENS.Neither are LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc in Vatican Council II, exceptions to EENS.They never ever were exceptions.The liberal theologians made a mistake.
The liberal theologians made a mistake at Vatican Council II (1965). This mistake is repeated by the Council Fathers.The error runs through out the text. LG 8, LG 14, LG 16,UR 3, NA 2, GS 22 etc  are all hypotheticals and should not have been mentioned in the text along side orthodox passages which support EENS.They are not relevant to EENS.They cannot be practical exceptions  to the norm.So since outside the Church there is no salvation    those today  who marry outside the Catholic Church live in adultery and are on the way to Hell.The marriage cannot be a Sacrament since not being a Catholic is an impediment, for the couple.
Since outside the Church there is no salvation and the norm is faith and baptism, there cannot be a new ecumenism. The ecclesiology has not changed . It is still is exclusivist. There is no new ecclesiology. This is Vatican Council II ( AG 7). This is Catholic theology today which is the same as in the past and which is not being taught at pontifical universities and seminaries and neither those of the traditionalists and secular organisations.
Their theology is Cushingite and not Feeneyite. It is based on there being exceptions to the norm.
