Why had Bishop M. Semeraro have to write a book on ecclesiology repeating what Cardinal Ratzinger wrote. Was it for only propaganda.

Why had Bishop Marcello Semeraro have to write a book on ecclesiology repeating what Cardinal Ratzinger  wrote?  Was it only for propaganda.
Cardinal Ratzinger describes the Church as communion, people of God, Sacrament etc but this does not exclude the Church as being  the only Way to salvation and the only Ark of Noah, that saves in the flood.Cardinal Ratzinger does not say this in his articles and books  on ecclesiology.
Ratzinger , Sameraro and Kasper  deny the past ecclesiology with an ecumenism of return.
Even if all who are saved are saved through Jesus and the Church (CCC 846) this does not exclude all needing faith and baptism in the Catholic Church for salvation(AG 7).
We do not know any one saved outside the Church in the present times.
So why create a new ecclesiology when there are no known exceptions to the old one?
There are no known exceptions for us human beings but for the liberals there are. Otherwise they cannot reject exclusive salvation.
Semeraro had to write a book on the new ecclesiology, based upon a false premise.It was an irrational way of looking at Vatican Council II.
Bishop Semeraro is the bishop of Albano, Italy where the District Headquarters  of the Society of St. Pius X(SSPX) is located. The SSPX follow the past ecclesiology but with confusion.
They will quote the popes and saints  on outside the Church there is no salvation. This is fine.But then they will contradict the past popes and saints by assuming like Semararo, that there is known salvation outside the Church. So the SSPX support the New Ecclesiology of Ratzinger, Kasper and Semeraro.
The baptism of desire(BOD), baptism of blood (BOB)  and invincible ignorance(I.I) are projected by the SSPX, as exceptions to the ecclesiology of the Jesuits St. Robert Bellarmine, Ignatius of Loyola and Francis Xavier.This creates a new ecclesiology at Mass in Latin and Italian .
LG 8, LG 14, LG 16, GS 22 etc in Vatican Council II,  are projected as known people saved outside the Church, so artificial  exceptions to EENS are created. Again the SSPX supports the New Ecclesiology and offers the rubrics of the old Mass, only.Their old Mass is not the same as the Traditional Latin Mass since the ecclesiology is obviously different.There are exceptions to EENS for the SSPX.There were none for the Magisterium in the 16th century or at Mass in Greek Mass in the first century.
A few years back I browsed through a book by Paulo Pasqualucci  in Italian at the SSPX chapel in Rome. He was a traditionalist but supported the  new ecclesiology. He could not interpret the Council with Feeneyism. So he would criticize the Council and support the old ecclesiology but interpret BOD, BOB and I.I and EENS with the new theology. 
Bishop Semararo distributes his book on the new ecclesiology and so contradicts Pasqualucci.His books distributed in Albano interpret Vatican Council II like Pope Benedict and Cardinal Kasper.The Church is only communion, Sacrament etc but not the only Ark of Noah that saves in the flood.  That would be the old ecclesiology.
The SSPX priests reject Vatican Council II and go back to the old ecclesiology ,Semararo accepts Vatican Council II and puts forward a new ecclesiology, which rejects exclusive salvation in the Catholic Church.
He has an advantage. The SSPX in Italy do not interpret Vatican Council II without the false premise. Otherwise they would cite Vatican Council II ( Feeneyite) to support the past ecclesiology and an ecumenism of return.This  would end Bishop Semeraro's ability to quote Vatican Council II to support his new ecclesiology.Lumen Gentium in its entire text would not contradict the past ecclesiology. Unitatis Redintigratio 3 would refer to a hypothetical cases only and it would not contradict an ecumenism of return.
Now Bishop Semararo can quote UR 3 and pretend it refers to known Christians saved outside the Church. Or he could quote LG 8 and pretend it refers to literal and practical exceptions to exclusive salvation in the Catholic Church.
