Secular Catholicism has no theological basis in Vatican Council II unless deceptively what is invisible and hypothetical are confused as being objective and real in the present times.
So when Pope Francis says God wills a plurality of religions it would be true if there were known cases of salvation outside the Catholic Church and that this was mentioned in Vatican Council II. Then it could be said outside the Church there is no salvation.
Similarly if Nostra Aetate in Vatican Council II said there were personally known non Catholics saved outside the Church, it would mean that there would be known examples of Hindus, Buddhists, etc not needing to enter the Church to avoid Hell. Known examples? Where are they? 
We can accept that St. Emerentiana is a saint in Heaven but who could have seen her in Heaven without the baptism of water.
We can accept that a person who has been declared a saint by the Church, is a saint, but the Church does not say that any one in particular has the ability to see someone in Heaven saved without faith and the baptism of water.
But since there are exceptions( alleged known non Catholics saved outside the Church) to extra ecclesiam nulla salus, for Pope Benedict and Pope Francis, Bishop Robert Barron can state that we have a reasonable hope that most men are saved. If there is one such person saved outside the Church there can be many .So there are most people saved outside the Church for Bishop Barron.
Secular Catechism assumes there are people, mentioned in Unitatis Redintigratio who are examples of Christians saved in their religion. This is false. There are no such people.
But upon this falsehood is based the new ecumenism.

In 2003 there was a solemn presentation which included an address by Cardinal Walter Kasper.It was a dedication of the Chair For Ecumenism at the Angelicum University.They named it after a Canadian Jesuit.It's ecumenical theology is based upon this error i.e it assumes invisible and unknown cases mentioned in Unitatis Redintigratio are objective and real Christians, who are saved outside the Catholic Church.

Upon this false theology is based the St. John Paul II Center for Interreligious Studies and ecumenism at the University of St. Thomas Aquinas in Rome.
This is not Aquinas' theology  being taught at the Thomistic Institute at the Angelicum. Since for St.Thomas Aquinas the baptism of desire, baptism of blood and invincible ignorance were hypothetical only.
There are many lay students at the Angelicum University's ISSR Mater Ecclesiae  and they are officially being interpret Vatican Council II with the false premise.Error is the norm.

Similarly the Amazon Synod Working Paper and Amoris Laetitia, told us that there were known exceptions to the rule,in Catholic faith and morals, even when we cannot know of any exception to the rule.So hypothetically they have to assume something is there when in reality it is not there.
Who among us can judge when a young couple living in public concubinage is not going to Hell?
Who among us can judge that the millions of non Catholics living outside the Church,have a reasonable hope of not going to Hell, when the norm for salvation is faith and baptism ?
 No one.
There are no known exceptions to the norm, in faith and morals, for us Catholics.
Who among us can really judges the three conditions of mortal sin of the Catechism of the Catholic Church(1994) and say a mortal sin  e.g immodesty in clothes, is not a mortal sin?
In the case of immodesty , the priest sees the woman in short pants and a tank top blouse, and does not consider it a mortal sin and gives her the Eucharist. This is secular Catholicism. Even when the priest knows it is wrong he is forced to given her the Eucharist according to his superiors.
It is being forced upon Catholics by the Left, who represent Satan. They create new laws to restrict Catholic freedom of worship and religion.
The lady dressed immodestly is going to Hell.We can judge since the Bible tells us what is the norm to avoid Hell.The unmarried couple living together are going to Hell.We can judge since the Bible tells us what is the norm for salvation.Abortion and contraception are always a mortal sin.
Homosexual marriages are always a mortal sin even if secular Catholicism, in future, forces a pope to say something else.
Homosexuality, the state, is a deviation caused by an impure spirit, linked to Satan. Once the spirit is dislodged through prayer, the person sexually returns to normal.This is borne out numerous times in deliverance, a minor exorcism.
Recently a bishop in Ireland announced that he would start a deliverance ministry in his diocese.Secular Catholicism is expected to oppose him.
Cardinal Vincent Nicols will have a Mass for practising homosexuals but secular Catholicism will not permit him to approved a deliverance ministry of lay Catholics in England who can pray for the homosexuals and others in mortal sin , at Mass.There are physical sicknesses which can be healed with prayers of deliverance and liberation.Lay members of the Catholic Charismatic Renewal in the U.K are not allowed to pray at the Mass for homosexuals in Britain.
But the cardinal says that we cannot say that any one in particular is in Hell, contradicting the Bible and Vatican Council II. He contributes to secular Catholicism with his false interpretation of Vatican Council II.
Like I said before, Secular Catholicism has no theological basis in Vatican Council II unless deceptively what is invisible and hypothetical are confused as being objective and real in the present times.
