We don't have to annul Vatican Council II. Just change your hermeneutic

 If Lumen Gentium 16 is visible it is an exception to the Athanasius Creed and Syllabus of Errors.If it refers to an invisible case it is not an exception. It is not an example of someone saved outside the Catholic Church.An exception creates a rupture with Tradition( EENS etc). So we can chose the hermeneutic of rupture or continuity with Tradition.It's simple.The popes have chosen the hermeneutic of rupture.You can choose one of continuity.So not follow the mistake of Pope Paul VI. We don't have to annul Vatican Council II. Just change your hermeneutic. -Lionel Andrades
