When Bishop Robert Barron says that he has a reasonable hope that most men and women are saved he is interpreting Vatican Council II with the false premise. So LG 8, LG 16 etc become exceptions to EENS for him. So if there can be one exception to traditional exclusive salvation in the Catholic Church there can be many.
