Card.Nicols like the Society of St.Pius X(SSPX) bishops and the sedevacantists CMRI,Most Holy Trinity seminary,the  St. Gertrude the Great Church,Most Holy Family Monastery USA etc have interpreted Lumen Gentium 8 as referring to explicit cases.Since they are people physically visible and known they then wrongly infer that these are examples of salvation outside the Church.So they become exceptions to the dogma extra ecclesiam nulla salus.The past ecclesiology has become obsolete for them with this reasoning.

So Cardinal Nicols does not mention EENS being the ordinary way of salvation, the norm for all to get to Heaven.Meanwhile he suggests that he can judge exceptions to the norm, example, suicide cases.

Since EENS has been rejected with the irrationality; the false premise,the liberals say that we cannot judge when a suicide  case could be in Heaven, or a Protestant, is saved in his religion or someone has been saved with the baptism of desire, baptism of blood and in invincible ignorance.They are really judging exceptions to the rule and then say that we  humans cannot judge.

The cardinal really suggests that we cannot judge in individual cases. So in this way he rejects the traditional salvation theology( Feeneyite EENS) and moral theology (Amoris Laetitia) by judging exceptions.
The Bible says homosexuals are on the way to Hell but the cardinal would judge that who are we to judge, we cannot really judge. There could be exceptions known to him. So could know and judge that there are exception.

Now if the sedevacantists and traditionalists would affirm Feeneyite EENS and Vatican Council II( Feeneyite.-without the irrational premise),as being the norm for exclusive salvation in the Church, then the liberals could not judge  individual cases,as being an exception to EENS. There would be no development of EENS as it was known to the  missionaries and Magisterium  of the 16th century for example.But presently the conservative Catholics reject Feeneyite EENS like the liberals and they judge that there are known exceptions of BOD, BOB, I.I, LG 8 etc so Feeneyite EENS is obsolete for them too.Like the liberals they judge that Vatican Council II is a rupture with EENS and the rest of Tradition.
