Most people go to Hell according to Vatican Council II (AG 7, LG 14) since they have died without faith and baptism.
When I meet a non Catholic I know he is oriented to Hell since he does not have faith.He has not received the baptism of water.(CCC 845,846 etc).
Bishop Martin did not tell the non Catholics who are alive today in New Zealand that Jesus died for all and salvation is open to all in potential.However to receive this salvation all need to enter the Catholic Church as members( Dominus Iesus 20).
He did not talk about Hell.The descriptions of Hell are common for Christians, Jews and Muslims. Who amongst us can stand a devouring fire asked the Prophet Isaiah. (Isaiah 33).A devouring fire awaits most people after death.It is relatively few who are saved and they are Catholic ( CDF, Notification, Fr.Jaques Dupuis s.j, N,7, 2001).Catholics are the new people of God(Nostra Aetate 4,Vatican Council II).
Catholics do not pray for non Christians since 'the Church does not know of any means to eternal beatitude other than the baptism of water'(CCC 1257,John 3:5,Mark 16:16)).
The Church is the only Ark of Noah that saves in the Flood and those who died in New Zealand were outside the Ark.(CCC 845).
The God to whom Bishop Martin prayed wants all people to be united into the Catholic Church (CCC 845).
The bishop can still appeal to those who are alive to enter the Catholic Church as members for salvation(Catechism of Pope Pius X).All need to be members of the Catholic Church to avoid Hell.
Instead the bishop carries on a false inter faith dialogue and ecumenism, which has no theological basis, in Vatican Council II.This is when the Council is interpreted rationally.
Jesus died and is Risen to save all who believe in Him and live His teachings in the Catholic Church, the only Church he founded.For salvation all need to enter the Catholic Church, follow its traditional moral and faith teachings and receive the Sacraments,  which save.They follow the pope if he is following the traditional teachings of the Church.

In Heaven there are only Catholics who are there with faith and the baptism of water and without mortal sin on their soul.
They are members of the Catholic Church which is the Mystical Body of Jesus( Romans 12:5,1 Corinthians 12:12–27, Ephesians 3:6 and 5:23, Colossians 1:18 and Colossians 1:24), the narrow gate (Mat.7:13),the hidden treasure(Matt.13:44) and the Pearl of Great Price (Matt.13:45).Outside the Church there is no salvation says Vatican Council II(AG 7, LG 14). The norm is faith and baptism.
Unlike the bishop we must read  Vatican Council II, LG 8, LG 14, LG 16, UR 3, NA2, GS 22 etc as referring to only hypothetical cases.They are not personally known people saved outside the Church in the present times (1965-2019).They cannot be anything else.So they are not examples of known salvation outside the Catholic Church.They do not contradict AG 7 and LG 14, which is the normal way chosen by God for salvation.It is the ordinary means of salvation.There is no extra ordinary means of salvation known to us human beings.
