When Vatican Council II is interpreted with Feeneyism and not Cushingism it is realised that everyone in society itself needs to be members of the Catholic Church, with faith and baptism, since in Heaven there are only Catholics.Outside the Church there is no salvation( Ad Gentes 7 etc).
