If Archbishops Giacomo Morandi and Augustine di Noia, Secretaries of the Congregation for the Doctrine of the Faith, Vatican,  offered Holy Mass in Italian at the Basilica of St. Mary Majors, Rome it could be contested canonically. Since they use a false premise to interpret the baptism of desire and invincible ignorance. 

So there is a new version of the Nicene Creed and extra ecclesiam nulla salus while the Athanasius Creed is rejected.They also make the Syllabus of Errors of Pope Pius IX and the Catechism of Pope Pius X obsolete. This is schism and heresy and an impediment to offering Holy Mass.The Creeds are de fide teachings and cannot be altered.

The Rome Vicariate, in general, approves this schism and heresy, to appease the Left. - Lionel Andrades
