The Letter of the Holy Office 1949 (LOHO) used a false premise to create heresy. It says not every one needs to be a formal member of the Catholic Church for salvation. So it contradicts the dogma extra ecclesiam nulla salus etc : Pope Francis needs to announce that Vatican Council II does not contradict the strict interpretation of the dogma EENS and that the LOHO made a mistake

The Letter of the Holy Office 1949 (LOHO) used a false premise to create heresy. It says not every one needs to be a formal member of the Catholic Church for salvation. So it contradicts the dogma extra ecclesiam nulla salus (EENS), the Athanasius Creed, the Syllabus of Errors of Pope Pius IX, the Catechism of the Council of Trent and the Catechism of Pope Pius X ( 24 Q, 27Q).

The false premise supported by the popes is like the Arian heresy of past times.

Pope Pius XII approved the LOHO, a heretical document, and the liberals placed it in the Denzinger and referenced it in Vatican Council II(LG 16).

So much of Vatican Council II(LG 8, LG 14, LG 16, UR 3, NA 2,GS 22 etc) is based on the false premise.

We can re-interpret Vatican Council II without the heresy of the LOHO and then there will remain only the rational interpretation of the Council, without the false premise and instead with the rational premise.

Pope Francis would then have to  announce that Vatican Council II does not contradict the strict interpretation of the dogma EENS and that the LOHO made a mistake. –Lionel Andrades
