It is
obligatory for bishops who are appointed and ordained cardinals to interpret Vatican Council II with LG 8, LG 14, LG 16, UR 3, NA 2, GS 22 etc referring to physically invisible and not visible cases, in 2023.This is being rational and ethical.
It would be dishonest for cardinals to interpret LG 8 etc as being exceptions
for the strict interpretation of extra ecclesiam nulla salus .Someone has to be
there to be an exception. So every cardinal must interpret Vatican Council II
