Pius XII solemnly defined the Assumption as a dogma of faith and rejected the dogma outside the Church there is no salvation.  Pius XII solemnly defined the Assumption as a dogma of faith  and rejected the dogma outside the Church there is no salvation. He projected  unknown cases of the baptism of desire, baptism of blood and invincible ignorance,as being known and objective exceptions to extra ecclesiam nulla salus (EENS) (LOHO, 1949). A New Theology was born which indicated that EENS was obsolete and outside the Church there is known salvation.

So the traditional Catholic kerygma which says Jesus Died and is Risen to save all who believe in Him and live His teachings in the Catholic Church, has been changed.

There is a new kerygma with the New Theology, which says outside the Church there is known salvation and so all do not necessarily have to believe in Jesus or be members of the Catholic Church for salvation. There is also need any more for traditional mission or proclaiming the Social Reign of Christ the King in all political legislation ( Quas Primas etc). - Lionel Andrades
